Subcontracting - Boon or Bane
Let us first look at the reasons of subcontracting.
The employed staff is lacking the requisite skills.
The firm is not having sufficient staff to complete the work in scheduled period.
The tools and tackles or machinery required for the job is not available with the firm.
Sometimes the firm has to undertake such jobs which are required to be executed along with the main contract.
In all such cases a proper legal agreement with clear mention of the responsibilities of the subcontractor should be executed between the parties involved.
Even if the work is required to be subcontracted it should be supervised by the main contractor to ensure quality, safety and durability.
What we find on sites nowadays is the practice of subcontracting with the intention of profiteering.
Sometimes the subcontractor deligates the work to another subcontractor and visits the site only for showing his face.

SUBCONTRACTS
In construction industry subcontracting is widely practiced. Most of the activities involved in construction are performed for a short term and therefore it is not feasible to employ skilled craftsmen. It requires a lot of juggling on part of the subcontractor to provide skilled craftsmen for a short duration at one site and shift them to the other site after completion of stipulated work.
The subcontractor has to face all the uncertainties of the market and deliver a certain task in a planned cost and duration. For this the subcontractor must have an optimum number of skilled and unskilled workers either in his employ or available on call. He has to judiciously plan his work and ensure that he has got just the requisite number of workers available for the work in hand.

Building a house is a teamwork. An architect being the captain of the team.
The architect finalizes the drawings in consultation with the client and sanctioning authority and gets the drawings sanctioned.
In most of the cases where private residential construction is being carried out, the sanctioned drawing is not entirely followed.
In such cases a working drawing is prepared and followed. On the basis of working drawing the structural design is prepared and the work starts.
At this juncture most of the clients decide against further hiring the services of architect and structural designer, just to save money on consultation charges.
The site is then left at the mercy of contractors and there is nobody left to take the responsibility of the entire construction.

It is observed that most of the fire incidents are caused by malfunctioning of electrical installation. Initially when the electrical supply system is being installed, all the necessary precautions are usually taken: wires of proper cross-section are used, good quality PVC pipes are used, the installation is protected by using proper rating of RCCB and MCBs, good quality switches are installed, and the installation work is carried out by an expert electrician.
It all starts with the entry of run-of-the-mill electricians called for maintenance. If current exceeds the rated value of MCB or RCCB, it will trip and cut off supply from a particular section of the house. This supply disruption due to MCB or RCCB tripping is perceived as a nuisance instead of a protective measure.
Then the MCB or RCCB is bypassed to avoid recurrence. This leads to the loss of protection and ultimately results in fire or electrocution.

Supervision
Whether a construction is being carried out keeping in mind the safety, quality and economy, can be judged only by constantly monitoring construction activity.
Most of the faults in workmanship or material quality will be hidden from sight when the construction progresses to the next stage. For example, the flaws in the brickwork will not be visible once the plaster is complete.
If a supervisor insists on quality and safety being given priority over speed of work, he is regarded as an impractical person.
It is always better to avoid faulty workmanship than spending a fortune on rectifying cracks and seepages developed over time.

"Plan your work & work your plan" should be followed strictly while building a civil structure. Actually it should be followed in all kinds of works but it is a must in civil structure; simply because all the functions involved are irreversible and if your plan goes awry, it might cost you a fortune both in terms of time & money.
Sometimes it is beneficial to be flexible and change your plan in the midst of work. But in such a case you should have a revised plan, revised estimate and revised work schedule all in black and white before going ahead with the change.
For every change in your plan you should have a set of revised plan, estimate and work schedule. Otherwise your budget will collapse and you will feel cheated.

Compromises are made with quality, safety & economy of the construction under the pretext of keeping up with scheduled completion dates. Utility, safety & economy is sacrificed for so called aesthetics.
In the name of following the latest trends in the industry a meek surrender is made to the marketing tactics of various manufacturers without assessing the suitability of the product.
And where does the prospective owner of the civil structure being built stand in all this?
Well, he is left alone plucking up the remaining hair from his scalp in frustration.
