Beyond the Humanitarian Ceasefire: Can Washington’s Sudan Plan Deliver Peace?
Washington says its Sudan plan is purely humanitarian. Critics say it's a sequence of promises resting on institutions that don't yet exist.
Trump adviser Massad Boulos has pitched the UN Security Council on a phased roadmap: a nationwide ceasefire, an oversight mechanism, then a path toward civilian rule.
But the plan collides with an "America First" doctrine favoring trade over aid, and depends on a coalition-building capacity Washington may no longer possess.
Three months, the ceasefire's proposed length, is far too short to move meaningful aid across Sudan's fractured terrain.
Meanwhile the RSF, hedging its support, increasingly presents itself not as an insurgency but as a rival state.
