One common reason livelihood programmes underperform is that they focus on individuals while ignoring the systems they operate in. At ISL, we use Value Chain Analysis to understand: (1) Where income is actually generated; (2) Who captures value and who doesn’t; (3) Structural factors limiting growth; and (4) Opportunities for realistic upgrading. This approach helps NGOs avoid investing in activities that look promising but are economically unviable.
