VIFFAs memoranda takes cognisant that the bill represents a commendable step forward and presents a timely opportunity to align with Kenya’s rapidly evolving national frameworks in data governance, innovation ecosystems, artificial intelligence, and research commercialisation.

VIFFAs memo addresses the following key areas Kenya Forestry Research Institute :
(1) Alignment with the Kenya Earth Observation Data Sharing Framework 2026 and the National Earth Observation Data Council (NEODC) (2) Strengthening incubation provisions under Section 29H(2) through formal multi-stakeholder collaboration grounded in the Triple Helix model key stakeholders include national innovation agency, National Research Fund , of Countrywide Innovations Hubs ( 167 innovation Hubs Network) Konza Technopolis ASSEK
(3) Alignment with the Kenya National AI Strategy 2025–2030 and the emerging AI and Emerging Technologies Policy;
(4) Adding a structured route-to-market and research commercialisation mechanism under Section 29I.

State of Kenya's Economy | Discussion summary on TV 47 Kenya

Key highlights from 2025 Economic Review

1-Despite the informal sector creating over 90.0% of all new jobs in 2024 , we note continued lack of systematic support through MSME program transformation from wholesale retail to agribusiness and manufacturing
2-The leading industries in the private sector in 2024 providing the highest employment numbers were Manufacturing; and Agriculture, Forestry and Fishing, accounting for 15.9 per cent and 14.1 per cent, respectively. Whilst manufacturing is the highest private sector employer in Kenya, GDP contribution has declined to less than 10%. Agriculture is same though focus continues to be coffee tea cut flowers and horticulture with little diversification and value addition . Kenya is yet to unlock value of blue economy based on the vast resources she has in both ocean and inland waters
3-MSMEs , Startups and private sector in general continue to be starved of financing with economic review report indicating credit advanced by commercial banks to National Government growing by 13.9% while credit advanced to private sector declining by 1.1%. Same for MFBs where credit advanced by microfinance banks to the private sector declined by 15.8% while credit advanced to the National Government grew by 2.4% as at December 2024.

Proposed way forward in supporting Kenyan MSMEs and Startups

To support Kenyan MSMEs and Startups .The government of Kenya must urgently focus on:
(1) easing cost of doing business for MSMEs and Startups through review of cost and licence regime as well as ease of access and cost of critical factors of production
(2) establishment of incentives to support MSMEs to formalise moving from wholesale retail (due to high mortality rates) to manufacturing and agribusiness,
(3) establish affirmative action of supporting government digitisation and tech adoption underpinned on local startups and innovators

VIFFA CONSULT MEMORANDUM TO Kenya National Bureau of Statistics ON STATISTIC BILL 2026

VIFFAs memorandum to the Statistic Bill 2026 is premised on that facts that the proposed bill was developed prior to or in parallel with several landmark frameworks that Kenya has since adopted, which create new statistical obligations and opportunities not reflected in the Bill’s current text. VIFFAs memorandum provides targeted recommendations for aligning the Bill with five such frameworks:
(1) Kenya National AI Strategy 2025–2030 and the AI and Emerging Technology Policy (expected finalization June 2026)
(2) Kenya Earth Observation Data Sharing Framework 2026
(3) ODPC Draft Data Sharing Code (2024/2025)
(4) Kenya AI and Emerging Technology Policy (under development, 2026); and
(5) The imperative to include the startup

Investment, Tourism and Market Policy Implementation Support To Uasin Gishu County Government

On 8th April 2026 IYBA-SEED Project being implemented by SNV Kenya supported by Viffa Consult convened a briefing and mission scoping session that brought together officers from Uasin Gishu county executive led Dr. Kotut Sam Kipkemboi Kogo CECM Agriculture, Livestock, Fisheries and Agribusiness and acting CECM Trade, Industrialization, Tourism, Cooperatives and Enterprise development and officers drawn from Uasin Gishu county trade, tourism , investment, cooperative and industry.

The main objective of the session was to explore implementation pathways for the three policies and one legislation that are in the process of being approved by the county via the executive and county assembly trade committee levels

The discussions centred explored potential areas of support as part of policy implementation across the three sub sectors
(1) Investment: establishment of investment bill of 2026, investment stakeholder roundtable and establishment of web-platform showcasing investment opportunities in county together with incentives
(2) Markets: Zoning and market allocation regulations for county markets, Market management committee governance and leadership curriculum and training , Establishment of customer service/leadership curriculum and training of county enforcement / inspectorate officers, Incentive framework to support graduation of informal traders/MSMEs to formal
(3) Tourism Sector: Sector stakeholder engagement framework, Investment value proposition for the county’s tourism sector and Establishment of tourism database and collection mechanisms among others.

Trade-Market and Cooperative Policy Implementation Support To Nakuru County Government

On 1st April 2026 IYBA-SEED Project being implemented by SNV Kenya supported by Viffa Consult convened a briefing and mission scoping session that brought together officers from Nakuru county executive led by Newton Mwaura Deputy County secretary together with officers drawn from Nakuru county investment board, trade investment and industrialisation, cooperatives, tourisms and culture and legal sectors as well as Members of County assembly trade committee.

The main objective of the session was to explore implementation pathways for the two policies that are in the process of being approved by the county via the executive and county assembly trade committee levels
