សព្វថ្ងៃនេះ ៨៥.៦%នៃប្រជាជនកម្ពុជាអាចអាន និងសរសេរបាន ហើយប្រជាពលរដ្ឋច្រើនទ្បើងៗប្រើប្រាស់ភាសាចំនួនពីរ។ ចំណេះដឹងពីរភាសាធ្វើឲ្យប្រជាពលរដ្ឋយើងមានសមត្ថភាពផ្នែកនវានុវត្តន៍ ដឹកនាំ និងធ្វើសេចក្តីសម្រេចប្រកបដោយទំនុកចិត្តក្នុងធុរកិច្ច និងការវិនិយោគ។ នៅក្នុងពិភពលោកដែលពោរពេញដោយកាលានុវត្តភាព និងបញ្ហាប្រឈម អក្ខរកម្មបំប្លែងសក្តានុពលទៅជាសកម្មភាព គំនិតទៅជាសហគ្រាស និងក្តីសុបិនទៅជាការពិត។
ការអប់រំមិនត្រឹមតែមានសារៈសំខាន់សម្រាប់ការរីកចម្រើននៃសមត្ថភាពផ្ទាល់ខ្លួនប៉ុណ្ណោះទេ ប៉ុន្តែក៏ជាភោគទ្រព្យដ៏មហាសាលរបស់ប្រទេស។ ការអប់រំផ្តល់អំណាចដល់យើងក្នុងការប្រកួតប្រជែងជាសកល សម្រួចឧស្សាហកម្ម និងកសាងសេដ្ឋកិច្ចមួយដែលមានភាពធន់ ប្រកបដោយបរិយាបន្ន និងចីរភាព។ រាល់មេរៀនដែលយើងរៀន គ្រប់ជំនាញដែលយើងទទួលបាន ធ្វើឲ្យប្រទេសកម្ពុជាកាន់តែមានភាពរឹងមាំប្រកបដោយមោទនភាពនៅលើឆាកអន្តរជាតិ។
ចក្ខុវិស័យរបស់កម្ពុជាឆ្នាំ២០៥០ កំណត់គោលដៅក្លាយជាប្រទេសដែលមានចំណូលខ្ពស់នៅឆ្នាំ២០៥០ ហើយក្លាយជាប្រទេសដែលមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០។ គោលដៅនេះមិនអាចសម្រេចបានដោយមនុស្សតែម្នាក់នោះទេ ប៉ុន្តែដោយការរួមកម្លាំងគ្នារបស់ប្រជាពលរដ្ឋកម្ពុជាដើម្បីធ្វើឲ្យខ្លួនយើងកាន់តែប្រសើរទ្បើង តាមរយៈការបន្តការរៀនសូត្រ ការអភិវឌ្ឍខ្លួនឲ្យរីកចម្រើន និងការជឿជាក់លើអំណាចនៃចំណេះដឹង។
ការអប់រំ ជំនាញ និងចំណេះដឹងនាំឲ្យប្រទេសកម្ពុជាមានវឌ្ឍនភាព។ នៅពេលដែលកម្ពុជាមានវឌ្ឍនភាព កម្ពុជាទទួលបានការទទួលស្គាល់ និងការគោរពពីអន្តរជាតិ។
