The Government-Private Sector Forum (G-PSF) is the public-private dialogue mechanism initiated by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Royal Government of Cambodia (RGC). It has the status of Cabinet of Ministers Meeting of the RGC presided over by Samdech Prime Minister and opened to private sector’s participation. G-PSF was held for the first time on December 02, 199
9 and ever since has been regarded as very reliable consultative mechanism between the RGC and Private Sector (PS). It is comprised of 13 sectoral Working Groups (WG). Each WG is co-chaired by a RGC's Minister and a Representative of PS. These 13 WGs are:
1. Agriculture and Agro-Industry
2. Manufacturing, SME & Service
4. Law, Tax & Governance
5. Banks and Financial Services
6. Infrastructure & Transport
7. Export Processing & Trade Facilitation
8. Industrial Relations
9. Rice & Paddy
10. Energy and Mining Resources
11. Education
12. Health
13. Construction and Real Estates
G-PSF provides an effective consultative platform for the business community to raise issues and challenges for intervention as well as to provide policy recommendations to the RGC. The consultative process normally happens in 3 main levels:
1. The PS' Co-chair calls for PS-only-meeting to formulate proposed agenda (usually business challenges but could be policy recommendation). These agenda would be submitted to the WG Meeting.
2. After proposed agenda are formulated, Government-PS Meeting (WG Meeting) is held to discuss those agenda and find solutions.
3. The Government-Private Sector Forum is held once annually or more depending on circumstance. During this de facto Cabinet of Ministers Meeting, Co-chairs of the WGs report the progress and present critical issues or policy recommendations. The Prime Minister will provide his recommendations which are binding. The G-PSF is dedicated to improve Cambodia's business environment and attract foreign direct investment by empowering the role of Private Sector in policy recommendation and development process. Cambodia Chamber of Commerce provides general coordination and support to the G-PSF and is the focal point of contact. On March 04, 2014, the 17th G-PSF was held under the theme "AEC 2015 - Opportunities and Challenges for Cambodia". This "Government-Private Sector Forum" page is managed by Cambodia Chamber of Commerce. It is intended to be a platform for communication, information exchange and circulation, getting input from business community as well as responding to inquiry relevant to the G-PSF and related mechanism. It does not necessarily reflect the official view of the Royal Government of Cambodia.
