Public transport services to resume normal operations from Monday.

Public transport services will be operating as usual in all districts from Monday (June 08), stated the Ministry of Transport.

However, this will be done in accordance with the health guidelines issued by the authorities.

A meeting of the Ministry was held chaired by Minister of Public Transport Service Management Mahinda Amaraweera, at the ministry premises this morning (01).

Accordingly, considering the public behavior and directives issued by health sectors, usual public bus and train services will recommence in all districts.

SC dismisses FR petitions challenging election date.

The Supreme Court has refused to grant leave to proceed with the Fundamental Rights petitions filed challenging the date set by the Elections Commission for the General Election.

The petitions were being heard before the Supreme Court’s five-member judge bench consisting of Chief Justice Jayantha Jayasuriya, Justices Buwaneka Aluvihare, Sisira de Abrew, Priyantha Jayawardena, and Vijith Malalgoda.

Seven parties including Attorney at Law Charitha Gunaratne, Center for Policy Alternatives (CPA), and Journalist Victor Ivan, Samagi Jana Balawegaya filed Fundamental Rights petitions challenging the election date set by the Elections Commission.

The Attorney General, on behalf of the President, Chairman of the Election Commission Mahinda Deshapriya, and Members of the Commission N. J. Abeysekara and Ratnajeevan Hoole have been named as respondents of the petition.

All liquor stores, meat shops, and casinos closed for Poson.

All liquor stores, slaughterhouses, betting centers, casinos, clubs, and meat shops will be closed to mark the Poson Festival, stated the Department of Excise.

According to the letter HA-01/02/08/01 issued by Secretary to the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government the 05th of June, 2020 has been declared as the Poson Full Moon Poya Day for this year.

Accordingly, the aforementioned institutes should remain closed and the sale of meat and liquor at supermarkets will be prohibited on 05th and 06th of June.

The State Poson Festival is scheduled to be held at the Somawathiya Rajamaha Viharaya, this year.

Imports collapse 30-pct in March 2020.

Imports collapsed 30 percent to 1.2 billion US dollars March 2020 amid a Coronavirus crisis, with oil prices plunging, inputs for exports falling, official data show while the central bank said import controls and slower customs clearance also contributed.

Oil imports fell 41 percent to 237 million US dollars
Textiles fell 24 percent to 139 million US dollars as apparel exports fell,

Machinery and equipment fell 39 percent to 130 million US dollars, Building materials plunged 46 percent to 72 million US dollars from 135 million US dollars.

“The selective import clearing process followed by the Sri Lanka Customs (SLC), prioritising essential consumer items and the disruption to other import related services due to the imposition of curfew, disruptions to global supply and logistic chains, lower commodity prices following the COVID-19 outbreak were the main reasons for this unprecedented decline in the expenditure on imports,”
the central bank said.

“In addition, urgent measures taken by the government and the Central Bank in March 2020 to ease the pressure on the exchange rate and to prevent financial market panic due to the COVID-19 pandemic, including the suspension on facilitating the importation of motor vehicles and non essential consumer goods, also contributed to this decline in import expenditure.”

Some Hotels & Restaurants in Colombo City given permission to open from Tuesday..

Tourist Board approved hotels and restaurants in Colombo city limit will be allowed to open from Tuesday (26) under strict regulations, Colombo Municipal Council announced today.

Chief Medical Officer of Colombo Dr. Ruwan Wijemuni said that permission have been granted to open these restaurants and hotels under strict health guidelines.

Dr. Ruwan Wijemuni further stated that six teams will be assigned to inspect whether these hotels and restaurants adhere to health and safety regulations imposed.

CSN reinstated – Same frequencies to be given back to CSN...

Carlton Sports Network alias CSN was reinstated today (26). It’s telecast was stopped in 2016 after the then Secretary to the Ministry of Mass Media and Communication revoked its license, citing various discrepancies in the license issued and for contradicting with the provisions in the Sri Lanka Telecommunications act. no 25 of 1991.

This order was made by the Court of Appeal as the matter was in progress at the Court of Appeal, where CSN Management had challenged the decision made in 2016 by the Ministry.

The Media Ministry representatives agreed to withdraw the letter of revocation of license issued by them, as the parties to the action had agreed for a settlement.

The CoA entered into a decision as there was no basis to continue the action after the Ministry of Media revoked the letter of revocation.

The Court of Appeal also ordered to give back the same frequencies on which CSN was operating previously.

Rare Black Leopard rescued from a snare in Nallathanniya, has died.

Rare Black Leopard recently rescued from a snare in Nallathanniya, has died at the Udawalawa Wildlife Hospital today.

Leopard that was found ensnared in Nallatanniya Sri Pada forest Reserve was saved by wildlife conservation officials on the 26th, after it was tranquilized with the help of Veterinary Doctors who came to the site from Randenigala and Udawalawe Veterinary Hospitals.

SC to hear petitions challenging election date again tomorrow...

The Supreme Court has postponed further consideration of the fundamental rights petitions filed challenging the election date, until 10.00 a.m. on Friday (29).

Further consideration of the FR petitions filed challenging the date set by the Elections Commission to hold the General Election 2020, was resumed for the eighth day this morning (28).

The petitions were taken up before a five-member judge bench of the Supreme Court consisting of Chief Justice Jayantha Jayasuriya, Justices Buwaneka Aluvihare, Sisira de Abrew, Priyantha Jayawardena, and Vijith Malalgoda.

Seven parties including Attorney-at-Law Charitha Gunaratne, the Center for Policy Alternatives (CPA), and journalist Victor Ivan and the ‘Samagi Jana Balawegaya’ had filed fundamental rights petitions challenging the gazette issued declaring June 20 as the date of the General Election 2020 and the gazette notification issued by the President dissolving the Parliament.

The Attorney General, on behalf of the President, Chairman of the Election Commission Mahinda Deshapriya, and Members of the Commission N. J. Abeysekara and Ratnajeevan Hoole have been named as respondents of the petition.

Mandatory provisions have been provided by the Constitution to fix a date for the parliamentary election and convene the new Parliament not later than 3 months from the dissolution of Parliament, the petitioners have argued.

Accordingly, the President had published a Gazette notification on March 02, dissolving then-Parliament and the General Election was subsequently declared to be held on April 25. However, the Election Commission later decided to postpone the poll to June 20 due to the local outbreak of COVID-19 virus, they had pointed out.

The Election Commission setting June 20 as the new date for the poll is against the provisions of the Constitution, they had stressed in their petitions.

The petitioners went on to note that the failure to convene the new Parliament within 3 months of the dissolution of the previous Parliament, makes the Gazette issued by the President invalid.

The petitioners say that a free and fair election cannot be held as the threat of COVID-19 virus is yet to be eliminated, adding that it is a violation of people’s right to vote freely.

Microsoft warns Windows 10 users to look out for new threat attacking PCs....

Windows 10 users need to be aware of a new threat which can let hackers completely take over their machines and execute commands remotely.

This week Microsoft issued a warning about the ongoing and “massive” phishing campaign which tries to take advantage of people’s concerns over the coronavirus. The scam begins with an email being sent claiming to offer an important update on COVID-19, and the message features an Excel document attached.

This file is included in a message allegedly from the John Hopkins Center, and when opened it does display a graph showing details on coronavirus cases and deaths.

But despite this legitimate looking diagram, the document also contains malicious macros that are executed when the user is prompted to ‘Enable Content’.

As reported on in a post by Bleeping Computer, once this is clicked the NetSupport Manager remote administration tool is installed.

This commonly distributed hacking tool is a trojan that gives a threat actor remote access to an infected machine.

Discussing the threat, the Microsoft Security Intelligence team’s Twitter posted: “The hundreds of unique Excel files in this campaign use highly obfuscated formulas, but all of them connect to the same URL to download the payload.

“NetSupport Manager is known for being abused by attackers to gain remote access to and run commands on compromised machines”.

The RAT is also capable of compromising a victim’s Windows 10 machine even further by installing other malicious tools and scripts.

The Microsoft Security Intelligence Twitter added: “The NetSupport RAT used in this campaign further drops multiple components, including several .dll, .ini, and other .exe files, a VBScript, and an obfuscated PowerSploit-based PowerShell script. It connects to a C2 server, allowing attackers to send further commands”.

If you have already fallen victim to this campaign then you should assume your data has been compromised and that a malicious party has tried to steal your passwords.

Make sure you clean the infected device and change all passwords on your machine as well as those belonging to other computers on your network.

Speaking about the threat Jake Moore, the Cybersecurity Specialist at ESET, said: “Remote attacks are inevitably going to be on the increase as more people access their office networks remotely.

“As the UK workforce went home, large numbers of people have fired up their own, and no doubt old, devices to work from.

“This increases the chances of attacks without the proper security checks in place, but coupled with authentic-looking emails with a genuine reason to use remote software, it becomes a plausible con.

“Moreover, it would seem many people have relaxed their barrier to phishing scams amid the desperation to find the latest COVID-19 news, so when scammers use names like John Hopkins University, this seems to be working better than the classic Netflix or HMRC scams.”
