MEDIA AGAINST DRUGS AND ILLICIT TRAFFICKING IN LIBERIA Condemns Killing of LDEA Officer, Calls for United Front Against Drug Abuse

The Media Against Drugs and Illicit Trafficking in Liberia Inc. has strongly condemned the rising tide of drug abuse and mob violence across Liberia following the tragic killing of an LDEA Officer Emmanuel Payne.

Officer Payne, a dedicated law enforcement officer was killed in the line of duty while confronting illegal drug activities.

MADIT has described the death officer Payne as a “horrific act of mob violence” and a betrayal of Liberia’s core values as a peaceful and law-abiding nation.

“Officer Payne represented the brave men and women who risk their lives daily to protect our communities from the scourge of narcotics,

“His death is not only a personal tragedy but a national alarm bell highlighting the dangers of unchecked drug activity and mob justice” MADIT Executive Director Bedeskoe Nyumah Tumbay stated.

MADIT emphasized the growing threat that drug abuse poses to Liberia’s future, particularly among young people.

According to the statement, the spread of narcotics fuels violence, increases crime, undermines health, and threatens national development.

MADIT Executive Director Bedeskoe Nyumah Tumbay is however calling for a united national response, urging Liberians across all sectors to rally behind the government in rejecting mob violence and strengthening the fight against drug trafficking and addiction.

“Mob violence is a crime and will not be tolerated under any circumstances,” the statement declared.

“We call on community leaders, religious institutions, civil society groups, and everyday citizens to stand together in restoring peace and justice in our society" MADIT Executive Director Bedeskoe Nyumah Tumbay further stated.

Mr. Bedeskoe Nyumah Tumbay st the same vowed to continue his organization advocacy against drug abuse while honoring the memory of Officer Payne and others who have paid the ultimate price in service to the nation.
MADIT is an anti-drugs and advocacy group that use the media landscape to help preach positive measures to prevent drugs abuse in Liberia.

LDEA Officers Make Significant Arrests in Grand Gedeh and River-Gee Counties for He**in Possession and Trafficking

Monrovia, Liberia — The Liberia Drug Enforcement Agency (LDEA) has reported two significant arrests related to he**in trafficking in Grand Gedeh and River-Gee Counties, reflecting its ongoing commitment to combating drug abuse and illegal substance trade across the country.

On Wednesday, October 30, 2024, at approximately 12:45 p.m., a team of LDEA officers stationed at the Gbagbo Town checkpoint in Grand Gedeh County apprehended Albert Kaydu, a 28-year-old Liberian male, in possession of six (6) tubes of a substance believed to be he**in. The estimated street value of the confiscated substance is US $2,700, equivalent to LRD 513,000. Suspect Kaydu is currently undergoing investigation at the LDEA headquarters in Zwedru, Grand Gedeh County. Following the investigation, he will be referred to the court for trial.

In a related incident, on Thursday, October 31, 2024, Emmanuel B. Weah, a 32-year-old Liberian national, was arrested at the Younken checkpoint in River-Gee County with 99.4 grams of he**in, valued at USD $3,180.80, with it’s Liberian dollar equivalent LRD 604,352. After a thorough investigation, Weah has been charged with unlicensed trading and possession of a controlled substance, in violation of Sections 14.89 and 14.87 of the amended drug law. He will be arraigned today, November 4, 2024, at the Tienpo, Younken Magisterial Court.

These arrests underscore the LDEA’s dedication to upholding Liberia’s drug laws and deterring the illicit drug trade through vigilant enforcement and strict adherence to the judicial process. The public can expect further updates as these cases progress.

Liberia Drug Enforcement Agency (LDEA) Hails Grand Cape Mount County Fifth Judicial Circuit Court Conviction and Sentencing of Four Drug Dealers to 10 Years Imprisonment.

Montserrado County, Monrovia – Liberia, October 10, 2024: the Liberia Drug Enforcement Agency (LDEA), profoundly hails the 5th Judicial Circuit Court’s conviction and sentencing of four drug dealers in Grand Cape Mount County, Liberia. The four convicts, three Liberian nationals, Abu S. Kamara, 42, Daniel David, 25, and Tina Morris, 30, including a Nigerian national Tony Okeye, 58, were separately arrested and charged by the LDEA Grand Cape Mount County Detachment for possession, sale, distribution and transportation of narcotic substances, including KUSH, HE**IN and COMPRESSED MA*****NA or CANNABIS SATIVA.Firstly, Tina was arrested in Kinjor, Gola Konneh District, Grand Cape Mount County, on June 12, 2024, for being in possession of one and a half-compressed plates of ma*****na or cannabis sativa including 343 wraps of ma*****na valued at L$55, 860.00 or US$294.00. Later, Abu and Daniel were both found each to be in possession of 43 and 277 wraps of Fentanyl also known locally as "KUSH”, in the Lofa Bridge and Gold Camp communities, on July 8 and 9, 2024, which are jointly valued at L$329, 650 or US$1,735, while the arrest of Tony was made on July 29, 2024, during the morning hours in Weajue, Gola Konneh District, Grand Cape Mount County, after he was found to be in possession of two plates of ma*****na or cannabis sativa and a substance believed to be he**in drug valued at L$58, 500.00 or US$300. According to the LDEA charge sheet, the convicts were found to have violated sections 14.89 and 14.85 of the 2023 amended drug law, including sections 10.4 and 10.2 of the penal code of laws of Liberia, for which they were all subsequently forwarded to court and placed on trial at the Grand Cape Mount County Magisterial Court.

According to the LDEA Officer-in-Charge (OiC), Mr. Christopher Peters, who after taking over in June 2024, when these arrests were made, “today we celebrate a little win for the agency, LDEA, and we are now moving forward to rally communities to jointly work together with our team to raid the country of these dangerous drug that are causing havoc for our young people!” The LDEA OiC pleads with the public to report unwanted acts of drug possessors, dealers and peddlers, even when it involves members of his team. Relative to reporting such acts involving members of the LDEA, the OiC shares “there has been an arrest of two LDEA officers, Agent Roland Hne, assigned in River Gee County, and Volunteer Agent Abel Cranshaw, assigned in Maryland County, who were both found in possession of 14.2 grams of KUSH in Killepo Kanweiken, River Gee County, valued at US$ 284 or L$53, 960.” They are now being investigated and if found guilty of the act, both men will be forwarded to court for trial.

Meanwhile, the LDEA has with immediate effect suspended indefinitely two Volunteer Agents, Abraham Goffa and Varney Jusu, consistent with category ‘D’, Dot 17 of the LDEA code of conduct, which on September 17, 2024, they were involved with several raids the agency carried out in Monrovia. During these raids, both men were accused of taking personal belongings of two individuals, and on September 18, 2024, both accused men were investigated by the agency’s Board of Internal Inquiry and Professional Standards (BIIPS), and the findings proved they were both liable for the accusations brought against them. LDEA leadership has immediately turned over these personal belongings which were later taken from the accused men to their rightful owners and has ordered volunteer agents Gofa and Jusu to turn over all LDEA properties in their possession, and to cease and desist from performing all services they once performed for the LDEA.

In a related development, the LDEA has issued a written reprimand to volunteer agent Faith N. Toe, for failing to adhere to road safety measures, consistent with Category A, Dot 1 and 8 of the agency code of conduct, which on September 9, 2024, she was seen captured in a video clip that circulated social media showing riding on a commercial motorcycle without helmet in violation of the current road safety and traffic measures being enforced by the Liberia National Police (LNP).

Agent Toe was similarly investigated by the agency’s BIIPS, and the findings show her admitting guilt for which she expressed remorse for her conduct.

LDEA Seized 400 Plates Of Compressed Ma*****na Worth USD22, 724 at Bo-waterside

- Suspends Two Agents for Alleged Misconduct.

The LDEA Team at the Bo Waterside Port of entry in Grand Cape Mount County, on September 16, 2024 at about 11hours, while conducting their regular search uncovered on board a white mini bus with a Guinean license plate 1253, four hundred (400) plates of compressed ma*****na. During the search of the mini bus, the two drivers escaped.

However, one of the fleeing drivers identified as Ansumana Kanneh, age 39, a Liberian, resident of Chicken Soup Factory, Gardnersville was later arrested by the Joint Security Officers at the Tienii Check Point.

The Mini bus has been impounded at Bo-Waterside while suspect Kanneh is undergoing custodial investigation which will be followed by court’s prosecution.

The 400 plates of compressed Ma*****na seized was tested and proven to be Ma*****na which weighs 299kg, with street value of USD 22,724 or LRD 4, 317,560.00m.

In another development, on September 17, 2024, a team of LDEA Agents conducted drug raids at several ghettos within Montserrado and its environs.

During the operation/drug raid, several suspected drugs dealers were arrested with various illicit substances.

These seized substances were tested and found to be Ma*****na, Kush (Methamphetamine), Co***ne, He**in and Precursor, all weighing 270.7grams, with street value of USD6, 538.64 or LRD1,242, 341.60m.

The suspects arrested are undergoing investigations.
In connection with said raid, the Agency has, with immediate effect placed agents Abraham Goffa and Jusu Varney on administrative leave and turned them over to the Agency’s Board of Internal Inquiry and Professional Standard (BIIPS) for investigation into alleged misconducts during said raid.

These agents are accused of taking personal belongings from some residents during the conduct of the raid.

Consistent with the Agency Professional Code of Conduct, agents who are accused of such misconduct are subjected to internal investigation, and the appropriate measures, where the evidence suggests, are taken to avoid recurrence.

The Agency assures the public that while it continues to fight drugs and substance abuse in Liberia, it will uphold the rule of law by integrating transparency and accountability in its operations.

Things to know about LDEA

When a drug or controlled substance is seized by the LDEA:
1. A test is done to determine the type of substance seized;
2. The substance is weighed to determine its quantity/mass in terms of kilograms, grams, or ounces.
3. Steps 1 & 2 help investigators to determine the street value of the particular drugs/substance identified.

The Agency does not visually confirm drugs and controlled substances and project the street values without going through the steps supra. The testing processes are usually done in collaboration with UNDOC Liberia office.

Monrovia — Christopher Peters, the Officer in Charge of the Liberia Drug Enforcement Agency (LDEA), marked his 100th day in office on September 12, 2024, by highlighting significant achievements in the country’s battle against drug trafficking and substance abuse. Peters, who assumed leadership of the LDEA in June, reflected on the progress made and appealed for continued support to sustain the agency’s momentum.

“I am honored and humbled to work alongside my colleagues in making great strides over these 100 days,” Peters stated. “Early this morning, my colleagues surprised me with an appreciation event at Headquarters. I’m entirely grateful to them and the public for the support thus far.”

Major Drug Seizures and Convictions
Over the past three months, the LDEA has seized drugs and substances valued at over US$3.4 million (LD$688.5 million). Peters detailed several major operations, including a seizure of high-grade co***ne at Roberts International Airport (RIA) on September 11. The drugs, weighing 16.65 kilograms and valued at US$915,750, were found in an unaccompanied blue suitcase in the airport parking lot.

“Preliminary investigations suggest that the substance was intended to be flown out of Liberia via RIA,” Peters said. “With assistance from the United Nations Office on Drugs and Crimes (UNODC) in Liberia, we tested the seized substance, and the result confirmed it was high-grade co***ne. No suspects have been arrested as the suitcase was unaccompanied, but investigations are ongoing.”

From June to August 2024, the LDEA seized drugs and substances valued at US$255,388.50 (LD$49 million) in June, US$1.36 million (LD$291.6 million) in July, and US$895,685 (LD$171.9 million) in August. Peters also highlighted that in the last 100 days, the LDEA has secured 13 convictions, with several other cases ongoing across Liberia.

Institutional Strengthening and International Collaboration
Beyond operations, Peters emphasized efforts to strengthen the LDEA’s institutional capacity and build partnerships. Last week, the agency hosted Bill McGlynn, the U.S. State Department Advisor on Drug Demand Reduction, who visited Liberia to assess public and private efforts on prevention, treatment, and recovery for at-risk youths. McGlynn’s visit was facilitated by the U.S. Embassy in Monrovia’s International Law Enforcement and Narcotics (INL) office.

“McGlynn held separate discussions with private rehabilitation centers, the Minister of Justice, Cllr. N. Oswald Tweh, and the Chairperson and Members of the House Committee on Drugs, Substance, Rehabilitation, and Reintegration,” Peters noted. “These discussions focused on identifying opportunities to assist the Government’s efforts on rehabilitation.”

Peters also reported ongoing talks with various partners to secure logistics, training, and technical support for the agency. Recent donations included internet routers, scales, testing kits, an industrial printer, and cartridges, which will soon be deployed across the counties.

Expanding Presence and Community Engagement
The LDEA has expanded its presence by establishing new field offices in Kpakor, Brewerville, Citibank Compound in Virginia, and Nagbe Town in Paynesville, areas that were previously drug-infested. “With the help of the Liberia National Police, we were able to restore sanity and safety in those communities,” Peters stated. “We will continue to work within the Joint Security framework and with community members to address the supply reduction side of the fight against drugs and substance abuse.”

Peters acknowledged the challenges ahead, noting the widespread issues of drug and substance abuse across Liberia. He appealed for broad-based support to tackle these challenges effectively. “The Agency has a huge task to perform, but with the right support, reform, capacity, and leadership, we can do exploits because we have men and women who are already making incredible efforts under difficult circumstances.”

Over Two Hundred Thousands Dollars Worth Of Drugs Destined For Europe Busted By LDEA At The RIA

Capped with intelligence engineered by Col. Abee Kromah and dedicated men and women mounted at the strategic main port of entry, busted and arrested a huge consignment of Co***ne today, destined for the European market heroically.

Drugs dealers and barons Grappling with the fear of arrest as a result of the strategic network of covert operations in order to have them decapitated, Col. Kromah had institutionalized a robust triggering mechanism which dividend led to the big arrest of fifteen (15) plates of high grades co***ne with a street value of over two hundred thousand dollars.

The arrest is a testimony of the tenacity and dedication of the men and women of Col. Kromah who were trained to arrest and prosecute drugs users and dealers in line with the articulated vision of President “Joseph Nyumah Boakai” in mitigating the drugs crisis in Liberia that is negatively impacting the young generation of the country.

Meanwhile, amidst the mystery of the drugs, Security forces along with DEA agents at the port are frantically fighting to apprehend the would be owner of the suitcase that was carrying the drugs. No doubt, with the level of team work and professionalism of the team, it is hundred percent likely that there will be an arrest leading to possible prosecution of the suspects.

It is imperative to note that this development comes at a time when opinion leaders and civil society organizations are calling for the unearthing of the investigation report of the LDEA fracas involving Col. Kromah and deputies which has since been completed and placed on President Boakai’s desk for action. Acting on the recommendation by President Boakai will help optimize governance posture and effectiveness of the operational blueprint of the agency in line with her mission statement.

The Prevention and Community Outreach services Section of the LDEA, continues its commitment of training LDEA officers across Montserrado.

The team is currently conducting training at the Johnsonville Satellite Station on prevention and community outreach.
The purpose of this activity is to train at least twelve (12) officers at this Satellite in prevention and community outreach services.

The objective of the training is to educate officers on the methods to be used in creating awareness on the harmfulness of drugs and substance abuse, build a creed of officers who will be able to address issues relating to drugs and substance abuse to go out into the field to carry out awareness on PREVENTION of Drugs.
