POSITION OVERVIEW
We are urgently looking for a Contracts Manager. A successful candidate should be ready to start
work in the first week of May 2024. The Contracts Manager will be responsible for overseeing
important legal documents relating to construction projects and ensuring that any issues that arise
are resolved as quickly and effectively as possible.

Key responsibilities:
• Preparing tenders for clients and commercial bids to bring new business.
• Develop and present project proposal.
• Meet with clients to find out their requirements.
• Producing plans and estimate budgets and time frames for projects.
• Managing construction schedules and budgets.
• Discussing, drafting, reviewing and negotiating terms of business contracts.
• Attending site meetings to monitor progress.
• Acting as the focal person or main contact for clients, site and project managers.
• Making sure construction projects meet agreed technical standards.
• Liaising with technical and financial staff sub-contractors, legal teams and clients’
own representatives.
• Overseeing invoicing to respective clients.
• Working on site and in the office.

SKILLS:
• An understanding of the construction industry.
• An understanding of legal documentations.
• An understanding of FIDIC AND COLTO.
• Math and IT competency.
• Strong leadership skills.
• Business management skills.
• Good written and verbal communication skills.

QUALIFICATION AND EXPERIENCE:
• BSC in Quantity Surveying or Civil Engineering.
• Minimum Five years relevant experience in contracts management and quantity or
surveying estimating is essential.

JOB ADVERT - Monitoring, Evaluation, Research and Learning (MERL) Officer, CHAL Secretariat, Maseru

The Christian Health Association of Lesotho (CHAL) is a voluntary organization of six member churches, namely the Roman Catholic Church (RCC), the Lesotho Evangelical Church in Southern Africa (LECSA), the Church of the Bible Covenant (CBC), the Assemblies of God Lesotho (AGL), the Seventh-day Adventist Church (SAC)), and the Anglican Church in Lesotho (ACL). The Association was registered in Lesotho in 1974 under the Societies Act. CHAL facilities include 8 hospitals, 4 Schools of Nursing and 71 Health Centres. It provides about 40% of healthcare services to the population of Lesotho, focusing mainly in the rural and peri-urban areas of the country. The purpose of establishing CHAL was to provide Christian Health services of high quality to communities in various parts of the country. CHAL therefore, invites suitably qualified candidates for the position of MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) OFFICER.

JOB PURPOSE:
To provide monitoring, evaluation, research and learning (MERL) function for CHAL projects and operations to support management with accurate, relevant and timely information/data for evidence-based decision-making process. The MERL Officer will be responsible for designing, implementing, and managing M&E frameworks and systems; collecting, verifying, and reporting data on program activities; and capturing impact, learning, and best practices.

KEY PERFORMANCE AREAS (KPAs):
• Development of M&E Plan and Performance Indicators
• Execute the M&E Plan
• Tracking of performance and reporting
• Data analysis and theory of change
• Tracking and documenting lessons learnt to inform future programming.
• Lead the research and learning component in CHAL.

KEY RESPONSIBILITIES AND DUTIES:
• Assists in the development and implementation of CHAL M&E Strategy and Plan.
• Provides professional services for the effective monitoring and evaluation of CHAL projects, programs, and activities.
• Monitors operations on a regular basis in accordance with the Operational Plan and Standards.
• Compiles monitoring information /data and make them available for planning and reporting.
• Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions to improve data quality and accountability of CHAL staff and partners, as required.
• Contributes to the preparation of management reports, drawing on monitoring and analysis of key management indicators.
• Provides technical support to ensure that the monitoring and project evaluation capacities of CHAL staff and institutions are strengthened.
• Provides regular management reports to support informed decision-making.
• Coordinates preparation of monitoring and evaluation plans and tools in accordance with CHAL relationship with the development partners using the theory of change and project documents, donor agreements and costed workplans (including the co-financing arrangements with the donors or sponsors).
• Monitors the efficiency and effectiveness of work methods and processes and make recommendations for improvements.
• Compiles monthly and quarterly reports based on the national health indicators and service delivery targets set by CHAL health facilities and feedback on facility performance.
• Liaises closely with staff and managers to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
• Conducts supervision of registers in CHAL institutions.
• Liaises with programs staff to strengthen budget management and take corrective actions, when required.
• Initiates and supports operational research in CHAL institutions.
• Supports the development of evidence-based strategies and interventions for implementation by technical teams.
• Collaborates with the technical team in conducting continuous programme context analysis and review of research reports.
• Ensures that the knowledge generated is utilised to inform programme focus and adaptation including informing wider sector learning.
• Facilitates knowledge-sharing sessions and learning events within CHAL and other relevant stakeholders.
• Work closely with programmes and projects teams to identify learning needs and opportunities for improvement.
• Keep abreast of changes to applicable standards and best practices in monitoring and evaluation. Share knowledge and provide guidance to staff.
• Documents lessons learned and best practices in monitoring and evaluation and disseminate them with CHAL staff and institutions.
• Performs other relevant duties as may be assigned by the Deputy Executive Director

MINIMUM QUALIFICATIONS AND EXPERIENCE:
• Degree in monitoring and evaluation, statistics, economics or any relevant social science, or any relevant field.
• Minimum of 3 years of professional experience in Monitoring, Evaluation, Research and Learning (MERL) of development programmes and policies, including planning, management and conducting project evaluations.
• Experience in USAID project management is an added advantage.

Lehae Funeral Home has a vacancy for position of Administration Officer. The incumbent will be responsible to welcome guests, answering phones, selling products, scheduling appointments, handling paperwork such as death certificates, assisting with funeral arrangements, and providing compassionate support to grieving families.

KEY RESPONSIBILITY AREAS;
• Greeting visitors and answering phone calls in a professional and compassionate manner
• Providing guidance and support in selecting funeral arangements, including caskets, flowers. and other personalized elements.
• Handling logistics related to uransportation of the deceased. cemetery arrangements, and cremation services.
• Scheduling body collections and communicating to drivers.
• Scheduling appointments for consultations. viewings and funeral arrangements with funeral directors or planners.
• Handling incoming and outgoing correspondence mails and emails.
• Maintaining accurate records of appointments, bookings, and client information using appropriate systems or paper files.
• Directing visitors to appropriate areas within the funeral home and assisting with seating arrangements during services or ceremonies.
• Coordinating with other staff members to ensure smooth operations and exceptional service delivery
• Assisting bereaved families with completing necessary paperwork, and acquisition of necessary documentation such as death certificate
• Maintaining cleanliness and organization of the reception area, including arranging flowers, refreshments, and other services for guests.
• May assist with the dressing, casketing, and cosmetology of deceased individuals as required.
• Managing administrative tasks such as record-keeping, billing. and inventory management.
• Handling payments, processing invoices, and maintaining financial records related to services rendered.
• Providing information about funeral services, packages, pricing, and availability to initerested parties.

REQUIRED QUALIFICATION, EXPERIENCE AND COMPETENCIES
• Diploma in Business administration or equivalent
• At least 2 years work experience in the funeral Services Field
• Must have a client facing work experience
• Special Skills /Competencies.
• Strong relationship Management Skills
Good negotiation and persuasion skills.

DIRECTORATE OF DISPUTE PREVENTION AND RESOLUTION - DDPR

The Directorate of Dispute Prevention and Resolution (DDPR) is a statutory body established in terms of the Labour Code (Amendment) Act 2000. A public institution whose operations are overseen by the Industrial Relations Council (IRC). Its main functions are to prevent and speedily resolve trade disputes through conciliation and/or arbitration and to advise the employers, employees or their organisations, on the prevention of trade disputes at source.
The Directorate invites applications from suitably qualified candidates for One (1) position of ARBITRATOR, tenable at Maseru.

The Arbitrator shall be answerable to the Director in the performance of the following duties and responsibilities -
• Prevents and resolves trade disputes at source through Conciliation and Arbitration;
• Speedily resolves referred disputes and issues arbitral awards timely;
• Compiles information that will assist in the publication of information about the DDPR activities, statistics and significant arbitral awards;
• Conducts research about the new developments in Labour law and Labour relations;
• Issues monthly performance reports and submit to the Director timely.

QUALIFICATIONS AND EXPERIENCE
LLB Degree plus Post Graduate Diploma in Labour Law (Conciliation and Arbitration) with at least five (5) years’ working experience in Labour Law.
OR
• LLB Degree with at least eight (8) years’ working experience in either conflict management, labour law litigation and/or dispute resolution;
• A Master’s Degree in Labour Law will be an added advantage
ATTRIBUTES
• Ability to act independently, impartially and fairly;
• Ability to manage conciliation and arbitration proceedings;
• Knowledge of the applicable Labour laws and an understanding of the Lesotho Labour Relations System and Processes;
• Computer literacy, excellent communication and writing skills with fluency in both Sesotho and English
A valid Driver’s License is required.
