【Urgent Appeal Regarding the National SkyRocketing Scam Crisis and Reconsideration of the Social Media Ban for Under-16s】
Dear YB,
While the "Anti-Scam" initiative is highly commendable, we urgently request the Ministry to prioritize and decisively tackle the rampant online fraud currently plaguing our nation.
Malaysia is in the midst of a severe scam crisis. Scammers are operating with impunity—utilizing spoofed calls, mule accounts, fake links, and sophisticated AI-driven deepfakes to deceive citizens. Over the years, this has inflicted massive economic losses on both the government and the rakyat. Today, the situation has deteriorated to the point where people are terrified to answer any phone calls, even legitimate ones from banks, as it has become nearly impossible to distinguish real calls from automated spam. This menace has been brewing since the pre-MCO era and has now escalated into a major national security threat.
On another note, we appreciate the Ministry's decision to allow social media platforms, particularly Meta (Facebook), to continue operating smoothly. This has allowed local media companies and content creators to sustain their livelihoods. Facebook has become an essential utility for the rakyat, a powerful machinery for political communications, and ironically, a platform where vulnerable youths instantly cry out for help when they are in distress and unpredictable circumstances.
In light of this, we earnestly urge you to reconsider the proposed plan to ban children under 16 from owning social media accounts. Banning is a reactionary measure that rarely solves the root problem due to the following reasons:
Education Over Prohibition: Simply banning these apps will not stop tech-savvy youths. They will merely migrate to unregulated, underground platforms or dark websites to stay connected with their peers and families, exposing them to even greater hazards.
The Vital Role of Ecosystems: Parents, educators, and government agencies must work together to actively educate and guide students on cyber safety, rather than cutting them off from the digital world entirely.
Leveraging Platform Tools: Meta's regional headquarters in Singapore is highly accessible. The Ministry could engage more closely and work more patiently with their Asia-Pacific executives to properly utilize Meta’s existing, robust safety and parental control tools to safeguard our youths.
The internet indeed harbors countless hazardous websites that harm the mental well-being of our students. As the leader of our digital and multimedia landscape, please pivot the strategy toward re-education and digital literacy rather than outright bans.

【关于全国网络诈骗危机及反对“一刀切”禁用社交媒体政策的呼吁】
尊贵的部长,在极力推行“全民反诈”运动的同时,我们恳请政府务必先以雷霆手段解决国内日益猖獗、让国人深恶痛绝的线上欺诈问题。
目前,我国几乎全境沦陷。诈骗分子将普通百姓玩弄于股掌之间,冒名电话、虚假银行账户层出不穷。多年来,这已导致国家和人民蒙受了巨大的经济损失。如今,甚至演变成“无人敢接听陌生来电”的荒谬局面。尤其是来自银行或官方机构的电话,由于假冒、轰炸式来电泛滥,再加上AI(人工智能)技术的推波助澜,普通操作已难辨真伪。这场从“MCO(行动管制令)之前”就延烧至今的毒瘤,非但没有解决,反而随着科技的发展愈演愈烈,已成为我国最大的安全威胁之一。
与此同时,我们感谢政府允许社交媒体平台(如Meta/Facebook)继续运营,让本地媒体公司和商家得以赚取收入。Facebook已成为大马人生活中不可或缺的一部分,甚至也是许多政党、机构发声与运作的核心工具。甚至连孩子在面对困境时,也懂得通过Facebook发声求助。
因此,针对政府拟议“禁止16岁以下青少年注册社交媒体账号”的举措,我恳请部长阁下三思:
1. “堵”不如“疏”,教育胜于禁止: 盲目的禁止无法从根本上解决问题。孩子们为了与同龄人和家人保持联系,必然会转向其他更隐蔽、缺乏监管的平台或网站,这反而会将他们推向更不可控的互联网深渊。
2. 多方联动,共筑防线: 家长、教师和政府官员在“网络安全教育”中扮演着至关重要的角色。我们应该从小培养孩子的网络素养,而不是剥夺他们接触科技的权利。
3. 善用平台现有的技术安全工具: Meta等跨国科技公司在新加坡设有区域总部。政府大可与他们的亚太区高管进行更深入、耐心的沟通,善用平台现有的青少年保护工具,而不是采取最简易粗暴的一纸封禁令。
互联网上确实充斥着许多对青少年身心健康有害的违规网站和应用。作为数字与多媒体的掌舵人,我们期盼您能重审这项禁令,将重心转向“重新教育与引导”,为下一代打造一个真正健康、安全的数字环境。
