Managing Director and Chief Executive Officer of the North Central Development Commission (NCDC), Dr. Cyril Yiltsen Tsenyil, has paid glowing tribute to his late uncle, Miskoom Pius Nkup Yilbial, who was laid to rest in Namu, Qua'an Pan Local Government Area of Plateau State.

Speaking during the funeral Mass held at St. John Bosco Catholic Church, Namu, Dr. Tsenyil described the late elder statesman as a man of integrity who exemplified compassion, excellence, and commitment to unity throughout his professional and family life.

Speaking on behalf of the family, Dr. Tsenyil expressed profound gratitude to all those who attended the funeral or sent messages of condolence and support. He noted that the deceased maintained cordial relationships with everyone he encountered, always choosing to see the good in people and working towards peaceful coexistence.

Also speaking at the funeral, Senator representing Plateau South Senatorial District and former Governor of Plateau State, Simon Bako Lalong, eulogised the late Miskoom Pius Nkup Yilbial for his outstanding contributions to the development of his family, Gamailand, and Plateau State at large.

Senator Lalong said the deceased lived a fulfilled life dedicated to service and community development, leaving behind enduring legacies worthy of emulation.

He prayed for God's comfort upon the bereaved family and urged them to uphold the values and principles for which the late elder statesman was known.

Managing Director and Chief Executive Officer of the North Central Development Commission (NCDC), Dr. Cyril Yiltsen Tsenyil, has paid glowing tribute to his late uncle, Miskoom Pius Nkup Yilbial, who was laid to rest in Namu, Qua'an Pan Local Government Area of Plateau State.

The Chairman, Members of the Governing Board, Management and Staff of the North Central Development Commission (NCDC) extend their heartfelt condolences to the Managing Director and Chief Executive Officer, Dr. Cyril Yiltsen Tsenyil, on the passing of his beloved eldest uncle, Miskoom Pius Nkup Yilbial, who departed this life at the age of 88.

The Commission joins the family, the people of Gamailand and all those whose lives were touched by the late elder statesman in mourning this great loss.

Late Miskoom Pius Nkup Yilbial lived a life of service, integrity and dedication to humanity. As a teacher, school administrator and one of the pioneer Management Staff of the Lower Benue River Basin Development Authority, he made significant contributions to education, public service and national development.

Beyond his professional accomplishments, he was a respected community leader, mentor and custodian of values whose wisdom and commitment to the progress of society earned him admiration across Gamailand, Plateau State, the North Central region and Nigeria as a whole.

His enduring contributions to community development and nation-building will remain a lasting legacy for future generations.

While his passing leaves a void in the hearts of family members, friends and associates, the Commission takes solace in the remarkable life he lived and the positive impact he made on countless people.

The Board and Management pray that Almighty God grants the soul of the departed eternal rest and gives Dr. Cyril Yiltsen Tsenyil, the entire family and all loved ones the strength, comfort and fortitude to bear this irreparable loss.
May his gentle soul rest in perfect peace.

The Managing Director and Chief Executive Officer of the North Central Development Commission (NCDC), Dr. Cyril Yiltsen Tsenyil, on behalf of the Governing Board, Management and Staff of the Commission, has felicitated with the Muslim Ummah across the North Central region and Nigeria at large on the occasion of the Eid-el-Kabir celebration.

Dr. Tsenyil urged Muslim faithful to use the period of the Sallah celebration to offer prayers for peace, unity, progress and prosperity of Nigeria, particularly at a time when collective commitment and patriotism are needed to move the nation forward.

He also called on Muslims to continue to uphold and demonstrate the virtues of sacrifice, love, tolerance and peaceful coexistence as exemplified by the Holy Prophet, stressing that such values remain critical to building a stronger and more harmonious society.

The NCDC Managing Director reassured the people of the North Central region that the Commission remains committed to its mandate of driving sustainable development, improving infrastructure, promoting economic opportunities and ensuring prosperity for all citizens of the region.

He wished the Muslim Ummah a peaceful, joyful and spiritually rewarding Eid-el-Kabir celebration.

The Managing Director of the North Central Development Commission (NCDC), Dr. Cyril Yiltsen Tsenyil, says the Commission will align its proposed strategic road map with the National Regional Development Policy (NRDP) currently undergoing validation.

According to him, the NRDP will strengthen the Commission’s capacity to drive strategic development priorities capable of transforming the North Central region and aligning it with national development goals of the Renewed Hope Administration of President Bola Ahmed Tinubu.

Dr. Tsenyil spoke during the Regional Technical Validation Workshop on the National Regional Development Policy (NRDP) 2026–2030 held in Lafia, Nasarawa State.

According to him, the policy represents a bold and strategic framework aimed at promoting balanced territorial development, strengthening regional competitiveness, enhancing intergovernmental coordination, and ensuring that no region is left behind in the pursuit of national prosperity.

He noted that the NCDC has continued to develop frameworks for its interventions, adding that the implementation of the National Regional Development Policy will further enhance the Commission’s mandate and operations.

The Managing Director stressed that the North Central Development Commission stands to achieve more through collaboration and synergy with other Regional Development Commissions, particularly in the areas of infrastructure, security, investment, human capital development, empowerment, and productivity across the regions.

Permanent Secretary of the Ministry of Regional Development, Dr. Mary Ogbe, represented by the Director of Planning, Research and Statistics, Mr. Albert Asotibe, disclosed that the North Central workshop is the third in the series of regional validation engagements, following similar exercises in the South East and South South geopolitical zones.

She explained that the National Regional Development Policy is designed to provide a coordinated roadmap for regional development in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

The Permanent Secretary further revealed that once fully developed, adopted, and approved by the Federal Executive Council, the policy would serve as a comprehensive guide for the operations of Regional Development Commissions to ensure synergy and national integration.

Also speaking, the UNDP Resident Representative, Ms. Elsie Attafuah, represented by Policy Specialist Dr. Sola, described the policy initiative as inclusive and people-oriented, noting that it provides citizens with opportunities to actively participate in shaping the development of their regions through inputs, suggestions, and constructive engagement.

He emphasized that the success of the policy would depend largely on public ownership, with the Development Commissions serving as key drivers of implementation.

Participants at the workshop were urged to contribute meaningfully toward enriching the draft policy to ensure it becomes a solid platform for rapid and sustainable development.

Other stakeholders commended the Ministry of Regional Development, the United Nations Development Programme (UNDP), and the North Central Development Commission for convening the workshop and fostering broad stakeholder participation.

The workshop later proceeded into technical sessions where the Lead Consultant presented an overview of the draft NRDP document.

In their various contributions, participants raised issues bordering on project conception and needs assessment, funding mechanisms and public-private partnerships, institutional discipline and leadership, monitoring and evaluation, grassroots participation, and equitable distribution of projects across the regions.
