Writing a Formal and an Informal Letter: The use of Dear for recipient of a letter.
That will be an Informal Letter, the use of Dear to address a recipient of a letter means or shows the level of closeness which in most cases are Friends related informal letters or those in a relationship to say the most!
Therefore please don't test my patience thinking you have passed an examination in the Law school. You are not seeing right.
Official Letters are mostly processed by or with the Harsh terms of the business exigencies or as the case will demand the Formalities involved.
If I write a letter for instance to my friends or siblings, club members or co community inhabitants you can be using words like Dear Nicole, Or My Dearest and amiable Community leader or can just pass some words to a friend nearby who probably have been drinking together in a club with deep brotherly feeling ,you can equally see me go 'Dear Fatunde' are we checking at the Club Tonight?
Hence the formalities involve in settling issues ranging from Default on Trust, Breach of contract or court materials as reminder bases to clients or on the defence counsel's corner strictly discouraged this sane practice and instead adopt of the Harsh Tag and the show of intensity in the tone of the subject matter like :-Attention Mr President or if he happens to be a special informal personality to me like a co student in school in the 60s I will surely be thinking of a dearest tag to cap it up.
My advice, check who you are talking to and check who is dealing, don't make friends foes and don't make foes friends.
Thank me later.
