TUGUEGARAO CITY, CAGAYAN – The RAISE Program in Cagayan Valley (RAISE-CV) proudly took part in the opening of the 2025 Farmers’ and Fisherfolk’s Month organized by DA-BFAR Region 2, held today at Robinsons Place Tuguegarao. Led by the RAISE-CV Management Team from the Isabela State University – Cagayan Valley Small Ruminants Research Center (ISU–CVSRRC), the event brought together representatives from Isabela State University, Quirino State University, and Cagayan State University–Aparri to honor the unwavering dedication of farmers and fishers in driving the region’s agricultural and fisheries sectors forward.

During the celebration, the RAISE-CV Team actively engaged with participants by distributing IEC materials and sharing valuable information about the program’s mission, services, and initiatives that support sustainable farming and fishing practices. Guided by this year’s theme, “Makabagong Magsasaka at Mangingisda, Susi sa Masaganang Bagong Pilipinas,” the activity emphasized the vital role of farmers and fisherfolk in ensuring food security, uplifting livelihoods, and fostering economic growth for a more prosperous Philippines.

Completion of the Initial Phase of the National Valuation Training

Quirino State University’s Intellectual Property and Technology Business Management Office (IPTBM) proudly takes part in the National Valuation Training for RAISE Program Batch 2, represented by Mr. Ariel Lagunilla, Project Staff. The 5-day training, from July 14-18, 2025, at Smallville 21 Hotel, Iloilo City, is organized by Department of Science and Technology–Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) and the Association of PAQE Professionals, Inc. (APP, Inc.)to equip participants from across the country with the knowledge and skills in valuing Intellectual Property (IP) assets, thereby strengthening the commercialization potential of agri-aqua technologies.

This nationwide capacity-building initiative gathers 55 participants from 7 regions, including representatives from state universities and colleges, research institutions, and government agencies under the RAISE Program. The training covers a two-part program—Part 1 focuses on IP introduction, market research tools, and financial valuation aspects, while Part 2 will delve into practical applications such as negotiation, licensing, commercialization, and pitching. Through this engagement, QSU reaffirms its commitment to transforming research outputs into market-ready innovations that will contribute to national development and industry collaboration.

Quirino State University (QSU) - Intellectual Property and Technology Business Management (IP-TBM) successfully conducted the re-echo event titled “Amplifying Impact: Re-Echoing Information Education Communication (IEC) Drafting & Technology Promotion”, at the RDET Hall I. The activity brought together faculty researchers of the three campuses in a concerted effort to strengthen collaboration between academia, industry, and the community. The event emphasized the strategic role of IEC materials and effective communication in scaling research outputs into practical, real-world applications. The workshop covered crucial topics such as an overview of the DOST-PCAARRD National Agri-Aqua Technology Business Incubation (ATBI) Program and its core concepts, both delivered by Dr. Aubrey Joy M. Balbin, DOST-PCAARRD-ISU ATBI Project Leader. Participants engaged in a Q&A session and further explored practical topics, including feasibility study preparation and business plan development. LOOK || QSU Concludes Technology Commercialization and Agri-Business Masterclass

Quirino State University (QSU), through its Intellectual Property and Technology Business Management (IPTBM) Office, successfully concluded the Technology Commercialization and Agri-Business Masterclass at RDET Hall I, QSU-Cabarroguis Campus. The one-day event featured presentations and workshops on TRL/CRL/TAP, Technology Licensing Agreements, Agri-Aqua Market Studies, Business Planning, and Feasibility Studies. Facilitated by experts from the IPTBM project team, the program gathered faculty, researchers, and campus representatives for a focused discussion on commercialization pathways and sustainable enterprise development.

This masterclass is part of QSU’s broader commitment to promoting innovation in agriculture and empowering participants to become catalysts for positive change. Unveiling of the Quirino State University - Intellectual Property and Technology Business Management Office Marker

On March 12, 2025, the Marker Unveiling Ceremony of the Quirino State University - Intellectual Property and Technology Business Management Office (QSU-IPTBM) was successfully held at the RDET Building, QSU-Cabarroguis Campus. This event marks a significant milestone in the university’s commitment to research, innovation, and technology commercialization.

The ceremony was attended by key institutional stakeholders, including University President Dr. Hermenegildo F. Samoy Jr., representatives from the Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) under the leadership of Dr. Reynaldo V. Ebora, the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Cagayan Valley headed by Dr. Jonathan Nayga, and DOST-PSTO Quirino, represented by Engr. Rocela Angelica Gorospe, who provided invaluable mentorship throughout the project. Also in attendance were Mr. Balatazar G. Damance, Dr. Magdalena L. Guinumtad, Diffun campus, research and development director, Dr. Dyanika P. Nolasco, program chairs, research coordinators of QSU-Cabarroguis, representatives from the different CMIs of Region 2, CVAARRD Region 2 Consortium and the dedicated QSU-IPTBM personnel, all of whom played essential roles in reaching this milestone.

A key highlight of the ceremony was the keynote address by Director Noel Catibog of DOST-TTPD-PCAARRD, who commended the QSU-IPTBM team for their achievements over the past 18 months. His inspiring words, particularly the statement "MALAYO PA pero MALAYO NA," resonated with the audience, reinforcing both the progress made and the journey ahead.

This event underscores the continued collaboration and support of various institutions in advancing innovation and technology business management in the region. With this milestone, QSU-IPTBM reaffirms its commitment to fostering intellectual property development, driving impactful research, and enhancing technology commercialization. Moving forward, the university remains steadfast in its pursuit of excellence and innovation.
