Calbayog City, Samar β The Sangguniang Panlungsod of Calbayog City issued Resolution No. 2026-20-348 urging concerned law enforcement and transport agencies to strictly enforce Republic Act No. 10054 or the Motorcycle Helmet Act, along with existing local ordinances, due to increasing violations and rising road crash-related injuries involving motorcycle riders.
The resolution underscores high non-compliance rates and the growing number of severe head injuries from road accidents, emphasizing the need for stronger enforcement to ensure road safety and reduce fatalities.
In support of this directive, the Land Transportation Office (LTO) Calbayog District Office, under the leadership of Supervising Transportation Regulation Officer (SVTRO) Jelmar A. Badion, continues to coordinate with the Calbayog Public Order and Safety Office (CAPOSO), the Philippine National Police (PNP) Calbayog, and the Liga ng mga Barangay in strengthening road safety enforcement.
This initiative forms part of the continuing efforts in support of President Ferdinand R. Marcos Jr., under the leadership of Department of Transportation Acting Secretary Giovanni Z. Lopez and the guidance of Assistant Secretary Markus V. Lacanilao of the Land Transportation Office. The Land Transportation Office Regional Office VIII is led by Regional Director Ledwino R. Macariola, with the support of Assistant Regional Director Eden Josefina M. Quebec.
