Transparency from the start of the budget cycle💫

: DBM Policy Mandating Government Agencies to Post their Budget Proposals on their Official Website

Starting with the FY 2027 budget proposals, and every year thereafter, all departments, bureaus, offices, and agencies of the national government, including GOCCs, SUCs, as well as Commissions/Offices under the Constitutional Fiscal Autonomy Group are mandated to publish their budget proposals on their respective official websites to:

• Promote transparency in the use of public resources;

• Strengthen accountability in public financial management;

• Foster citizen participation in the budget process by ensuring information
published online is accessible, understandable, and usable by its citizens;

• Ensure inclusivity by making information accessible to all stakeholders; and

• Encourage the use of official agency websites and other online platforms
to enhance access to government information.

Effect of Non-Compliance

Non-compliance with this polich shall be considered in the performance assessment of the agency concerned, consistent with applicable performance management systems.

Compliance, on the other hand, shall form part of the agency's Transparency Seal requirements and shall be taken into consideration in the review of the agency's proposed budget, without prejudice to the imposition of appropriate administrative
sanctions under existing laws, rules and regulations.
