I know many of our students are already in school. Earlier, we could not suspend classes because there was no official basis to do so.

However, as of the 1:04 PM PAGASA update, Talisay City has been placed under a Yellow Rainfall Warning, allowing us to make the necessary decision.

After coordinating with our CDRRMO and DepEd, we are recommending early dismissal in all public schools should heavy rains begin to affect our area.

For Talisay City College and all private schools, the decision on early dismissal will remain with their respective school administrations.

BAGYO UPDATE
11PM, July 22, 2026

The low pressure area east of southeastern Luzon developed into tropical depression at 8 p.m. Wednesday, according to PAGASA.

Wind signal no. 1 is now up over the eastern portions of Cagayan and Isabela.

At 10 p.m. Wednesday, Kiyapo was located 1,080 kilometers east of southeastern Luzon.

It packs winds of 45 kph with gusts up to 55 kph and is moving northwestward at 25 kph.

It may intensify into a tropical storm by Friday, which will prompt the raising of signal no. 2.

Kiyapo may cross the Babuyan Islands on Friday evening.

Further intensification to severe tropical storm and a landfall over mainland Cagayan are both not ruled out, PAGASA said.

It may exit the Philippine area of responsibility on Saturday morning, July 25.

Kiyapo may bring heavy to intense rainfall over parts of Northern Luzon from Thursday evening to Saturday evening.

Meanwhile, the southwest monsoon or Habagat will bring moderate to heavy rains over the western sections of Southern Luzon, Visayas, and Mindanao.

Widespread and serious flooding and landslides may be expected in these areas.
