The center of Tropical Storm BASYANG was estimated based on all available data at 230 km East of Hinatuan, Surigao del Sur. It is moving westward at 25 km/h with maximum sustained winds of 5 km/h near the center, gustiness of up to 80 km/h, and central pressure of 1000 hPa.

The (SC) 𝘌𝘯 π˜‰π˜’π˜―π˜€, during its session on February 4, 2026, dismissed the petition filed by Jacinto V. Paras et al., questioning the constitutionality of Executive Order No. (EO) 94, Series of 2025, which created the Independent Commission for Infrastructure (ICI).

In a Resolution written by Associate Justice Samuel H. Gaerlan, the SC 𝘌𝘯 π˜‰π˜’π˜―π˜€ ruled that the petition failed to meet the basic requirements for judicial review.

The ICI was created as an independent ad hoc fact-finding body to investigate alleged anomalies in government flood control projects nationwide.

The petitioners argued that EO 94 violates the equal protection clause, usurps the legislative power of Congress, reduces or takes away the powers and functions vested in the Office of the Ombudsman and the Commission on Audit by the Constitution, and violates the Constitutional provision that no money shall be paid out of the Treasury except in pursuance of an appropriation made by law.

The SC ruled that the petition violated the hierarchy of courts doctrine because it was filed directly with the SC. While direct recourse it is allowed in exceptional cases, the petition failed to cite any compelling reason to bypass the lower courts.

The SC also found that the petitioners did not show that an actual case or controversy exists, which requires a violation of a legally enforceable right. The petition did not show that their rights were violated, or that EO 94 adversely affected them.

➣ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

β€’ Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that will likely be hoisted throughout its passage is Wind Signal No. 4.

Furthermore the surge of the Northeast Monsoon coinciding with the passage of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

HAZARDS AFFECTING COASTAL WATERS

β€’ Gale Warning may be raised over the eastern seaboards of Eastern Visayas and Caraga Region tonight or tomorrow (03 November) early morning in anticipation of very rough sea conditions or worse.

➣ 24-Hour Sea Condition Outlook

Up to very rough or high seas over the following coastal waters:
β€’ Up to 7.0 m: The seaboard of Eastern Samar
β€’ Up to 6.0 m: The northern and eastern seaboards of Siargao and Bucas Grande Islands.
β€’ Up to 4.5 m: The eastern seaboard of Northern Samar
β€’ Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
β€’ Up to 4.0 m: The seaboards of Batanes, Babuyan Islands, and Ilocos Norte; the eastern seaboards of mainland Cagayan, Isabela, Leyte, and Southern Leyte; the western seaboard of Dinagat Islands.
β€’ Up to 3.5 m: The remaining seaboard of mainland Cagayan; the seaboard of Ilocos Sur, Aurora, northern mainland Quezon, Camarines Norte, and Surigao del Sur; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboard of Northern Samar; the eastern seaboards of Albay and Sorsogon.

β€’ Up to 2.5 m: The remaining seaboard of Catanduanes, Eastern Visayas, Dinagat Islands, and Surigao del Norte; the eastern seaboard of Camarines Sur.
β€’ Up to 2.0 m: The seaboard of La Union, Central Visayas, Northern Mindanao, and Davao Occidental; the eastern seaboard of mainland Quezon and Davao Oriental; the western seaboard of Pangasinan; the remaining seaboards of Bicol Region and Caraga Region.
β€’ Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

β€’ Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to hoisted Wind Signals and the β€œOther Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
β€’ On the track forecast, TINO will move generally westward over the next three days and make its initial landfall over Eastern Samar or Dinagat Islands tomorrow (03 November) late evening or on Tuesday (04 November) early morning. Afterwards, TINO will traverse Visayas and northern Palawan before emerging over the West Philippine Sea on Wednesday (05 November) morning or afternoon.
β€’ TINO is forecast to continuously intensify and may reach typhoon category within the next 24 hours. Furthermore, it will likely make its initial landfall at or near peak intensity (currently forecasted around 150-165 km/h maximum winds with higher gustiness). Rapid intensification within the next 48 hours is likely. The possibility of reaching super typhoon category is not ruled out based on alternate scenarios and climatological data. While the passage over country will trigger a slight weakening, TINO is expected to remain as a typhoon throughout its passage over the country.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

MGA PAGBAHA SA BARMM, KITANG KITA SA AERIAL SURVEY

The Office of Civil Defense in the Bangsamoro Autonomous Region (OCD BAR), under the supervision of Regional Director Joel Q. Mamon, conducted an Aerial Rapid Damage Assessment and Needs Analysis (RDANA) over flood-affected areas in Maguindanao del Sur following the recent effects of the Intertropical Convergence Zone (ITCZ) and localized thunderstorms.

The activity was carried out in coordination with the Tactical Operations Group 12 (TOG 12) of the Philippine Air Force and the 6th Infantry Division (6ID), Philippine Army. Prior to the flight, a pre-mission briefing was held. The aircraft then landed at the Provincial Capitol of Maguindanao del Sur to embark Vice Governor Hisham Nando, Provincial Engineer Engr. Abdulwahab Tunga, Board Members Faujiah Mangelen and Engr. Saidali Makakena, BGen. Edgar Catu, Commander of the 601st Infantry Brigade, Datu Anggal Midtimbang Mayor Datu Nathaniel Midtimbang, and Ms. Drema Quitayen Bravo, Station Manager of DXMS Radyo Bida Cotabato City 882.

The aerial survey, facilitated by Col. Edwin L. Parcia PAF, TOG 12 Commander, and Maj. Kiet John N. Pascua PAF, Head Pilot, covered the municipalities of Buluan, Pandag, Paglat, and General Salipada K. Pendatun (GSKP). Initial data indicate that five (5) municipalities and 35 barangays were affected, impacting 7,664 households or 38,329 individuals. Eight (8) houses were also reported partially damaged in Datu Montawal due to strong winds.

An on-site meeting followed to consolidate observations and identify next steps. Officials reported that the Buluan River’s main channel has been blocked by siltation and water hyacinth buildup, causing overflow and flooding in adjacent areas. Agreed actions include: (1) a boat-based ocular inspection to locate the original river course; (2) formulation of a dredging plan for the Buluan River; (3) presentation of findings during the Maguindanao del Sur Provincial DRRM Council meeting on 28 October 2025; (4) exploration of small water impounding systems for affected farmlands; and (5) follow-up aerial assessments in other flood-hit municipalitiesβ€”Sultan sa Barongis, Rajah Buayan, Shariff Saydona Mustapha, Datu Salibo, Datu Piang, and Talitay.

OCD BAR continues to coordinate with Provincial and Municipal DRRMOs for ongoing monitoring, validation, and response operations. The agency remains committed to ensuring coordinated disaster management efforts and supporting affected communities across the Bangsamoro region.

TWO BLACK HAWKS DEPLOYED FOR AERIAL ASSESSMENT OVER ILOILO AND CAPIZ PROVINCES

Two S-70i Black Hawk helicopters of the Philippine Air Force were deployed on October 20, 2025, to conduct Rapid Damage Assessment and Needs Analysis (RDANA) missions over the provinces of Iloilo and Capiz, following the devastation caused by Typhoon Ramil in the northern parts of the region.

The mission, carried out in coordination with the Office of Civil Defense (OCD) Region VI led by Undersecretary Harold Cabreros, Civil Defense Administrator, and Regional Director Raul Fernandez, included an aerial survey to assess the extent of flooding and damage in the said areas. A brief stop in Roxas City was also conducted to distribute hygiene kits to evacuees staying in temporary shelters.

Through this aerial assessment, the OCD obtained critical situational awareness on the scope of flooding and displacement in affected areas, supporting coordinated relief and recovery operations across Capiz and Iloilo provinces.
