LEGAZPI CITY, ALBAY — Albay has been experiencing meteorological drought since September 2026 due to prolonged rainfall deficiency, according to Ariel Zamudio, weather specialist of the Department of Science and Technology–Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) Southern Luzon.

In an interview of Tagkaro Media, Zamudio explained that meteorological drought is identified based on sustained periods of rainfall significantly below normal levels. This condition occurs when an area experiences three consecutive months of way-below-normal rainfall, equivalent to less than 40 percent of the normal amount, or five consecutive months of below-normal rainfall, with precipitation ranging from 41 to 80 percent of normal levels over the relevant monitoring period.

“Sa madaling sabi, ay talagang kulang yung mga pag-uulan noong mga nakaraang buwan kumpara sa dapat na tinatanggap ng Albay,” Zamudio said, emphasizing the province's persistent rainfall deficit.

The prolonged lack of rain could have significant consequences for agriculture and water resources across the province. According to Zamudio, agricultural activities are among the first sectors affected by drought, particularly when insufficient rainfall reduces water availability for crops and farming operations.

Deep wells and irrigation water sources may also be affected as the dry conditions persist, potentially placing additional pressure on farmers and communities that depend on these resources.

The situation highlights the importance of closely monitoring rainfall conditions and managing available water supplies, particularly in agricultural areas vulnerable to prolonged dry spells.

As Albay continues to experience below-normal rainfall, farmers and other water-dependent sectors may need to prepare for possible disruptions to agricultural production and water availability should the drought condition persist.

Meteorological drought is primarily determined by rainfall deficiency, but its effects may extend to agriculture and water resources depending on the duration and severity of the dry conditions.

LEGAZPI CITY — Presidential Legislative Liaison Office (PLLO) Secretary Joey Sarte Salceda has called on the Philippine National Police (PNP) Chief to swiftly arrest the perpetrators and masterminds behind the violent killing of media worker Adrian Loterte.

Salceda expressed outrage over the attack, which occurred just months after the unresolved murder of Noel Samar and in close proximity to a PNP Municipal Police Station. He also raised concerns over the continuing lack of resolution in the case of Joey Llana, questioning how many more journalists must fall before the assault on free expression is brought to an end.

"How many more before we put a stop to this spate of assault on our collective conscience, especially on the fourth pillar of our freedoms and our democracy?" Salceda stated.

To aid law enforcement in their investigation, Secretary Salceda announced a monetary reward for anyone who can provide vital information leading to the capture of those responsible.

In a direct message to the public, Salceda warned against systemic silence, cautioning that society risks becoming complicit if masterminds are allowed to roam free while law enforcement only apprehends hitmen.

"We should ask ourselves if we share the guilt as enablers of such a despicable state of our community by silence and toleration of the behavior of their masterminds, while the police catch their minions but leave their masterminds in the wild," Salceda added.

MEDIA ANCHOR ADRIAN LOTERTE DEAD AFTER SHOOTING IN DARAGA, ALBAY; OFFICIALS AND MEDIA AGENCIES CONDEMN KILLING

BARANGAY SAN ROQUE, DARAGA, ALBAY — Media personality and broadcast anchor Adrian “Golden Boy” Loterte of RBN News Television (Rabas Cun Rabas) was pronounced dead at approximately 5:35 PM today, October 12, 2026, while undergoing medical treatment at Daraga Doctors Hospital following a gun attack.

According to police reports from the Daraga Municipal Police Station, the shooting occurred at around 4:00 PM at Purok 4, Barangay San Roque, Daraga, Albay. Loterte was tending to his family bakeshop at a rented commercial space when one of two unidentified assailants opened fire on him repeatedly with an undetermined fi***rm.

The suspects immediately fled the scene aboard a white and black Honda Click motorcycle heading toward Barangay Kimantong, Daraga. Law enforcement officers responded to the scene shortly after receiving a citizen report at around 4:10 PM, while Loterte was rushed to the hospital with gunshot wounds.

POLICE LAUNCH MANHUNT OPERATION AND SPECIAL TASK FORCE

In response to the attack, the Police Regional Office 5 (PRO 5) activated a Special Investigation Task Group (SITG) alongside intensified manhunt and dragnet operations to track down the assailants. Nearby police units have set up checkpoints, while Scene of the Crime Operations (SOCO) personnel processed the crime scene and gathered witness statements.

Authorities are currently executing CCTV backtracking in coordination with the Albay Police Provincial Office Command Center to trace the suspects' movements before and after the crime.

Police Lt. Col. Maria Rosario S. Calusor, Officer-in-Charge of the Daraga MPS, urged the public to refrain from circulating unverified reports or graphic imagery on social media to avoid causing alarm and hindering the ongoing investigation. Ako Bicol Party-List Representative Atty. Alfredo "Pido" Garbin Jr. denounced the attack, emphasizing that violence has no place in a democratic society, especially against those serving the public through journalism.

Daraga Mayor Vic Perete called for a swift and impartial investigation, reiterating that violence and impunity will not be tolerated in the municipality.

MANILA, Philippines — In a major effort to shield Overseas Filipino Workers (OFWs) from predatory scams, unmanageable debt, and financial vulnerability, the House of Representatives has approved on third and final reading House Bill No. 9806, officially known as the Free OFW Financial Education Act.

Highlighting the legislative breakthrough, Albay 3rd District Representative Adrian Salceda emphasized that providing free and accessible financial education is crucial to protecting the sacrifices of modern-day Filipino heroes.

"Our OFWs work tirelessly under difficult conditions to send remittances back home. However, earning money abroad is only half the battle—protecting and growing those hard-earned savings is what truly secures a family's future," Cong. Adrian Salceda stressed.

"Through this measure, we are empowering workers and their dependents with the tools they need to avoid financial traps and build long-term economic independence."

MANDATORY TRAINING ACROSS THE OFW JOURNEY

Under HB 9806, the national government is mandated to extend comprehensive support to both land-based and sea-based workers through free, mandatory financial literacy seminars embedded across their foreign employment lifecycle:

Pre-Departure Orientation Seminars (PDOS): Equipping departing workers with fundamental budgeting, saving, and financial management skills prior to leaving the country.

Post-Arrival Training Seminars (PATS): Delivering specialized, country-specific financial planning guidance upon arrival at their work destinations.

Family Inclusion & Digital Access: Offering online modules and regional workshops for families back home, who frequently manage remittance funds.

SHIELDING FAMILIES FROM SCAMS AND DEBT

According to Cong. Salceda, the training programs will specifically address high-risk financial threats targeting migrant workers:

Anti-Scam Defense: Guiding workers to recognize fraudulent investment schemes, internet scams, and illegal gambling traps.

Debt & Loan Safeguards: Educating families on avoiding exorbitant interest rates, high-risk loan collateral, and predatory lending setups.

Wealth Building & Reintegration: Training workers on legitimate investment vehicles—such as government bonds, micro-businesses, and long-term savings plans—to prepare them for a secure and dignified return to the Philippines.
