پروفیسر ڈاکٹر شفیق الرحمان کی قیادت میں جامعہ ہری پور کی تاریخی تبدیلی (2022–2026)ہری پور وائس چانسلر پروفیسر ڈاکٹر شفیق الرحمان کی بصیرت افروز قیادت میں جامعہ ہری پور نے گزشتہ چار سالوں میں ایک تاریخی ادارہ جاتی تبدیلی کا سفر مکمل کیا ہے۔ 2022 سے 2026 تک جامعہ ہری پور قومی سطح پر ممتاز اور عالمی سطح پر تسلیم شدہ درسگاہ کے طور پر ابھری ہے۔
*1. عالمی شناخت و درجہ بندی*
جامعہ ہری پور نے پہلی بار _Times Higher Education World University Rankings_ میں جگہ بنائی، جو اسے دنیا کی اعلیٰ جامعات میں شامل کرتا ہے۔ اس کے علاوہ جامعہ _QS Asia Rankings_ اور _UI GreenMetric World University Rankings_ میں بھی شامل ہوئی۔ مضامین کی درجہ بندی میں جامعہ نے خیبر پختونخوا میں میڈیکل و ہیلتھ سائنسز میں پہلی پوزیشن حاصل کی، جبکہ لائف سائنسز اور فزیکل سائنسز میں بھی نمایاں درجے حاصل کیے۔
*2. رسائی اور تعلیمی معیار*
طلبہ کی تعداد 6,400 سے بڑھ کر 10,540 ہو گئی، یعنی 65 فیصد اضافہ۔ QEC کا معیار جانچ سکور 46.69 سے بڑھ کر 86.69 ہو گیا، جو پاکستان کے سرکاری شعبے میں سب سے بڑی بہتریوں میں سے ایک ہے۔ مارکیٹ کی ضروریات کے مطابق متعدد انڈرگریجویٹ اور گریجویٹ پروگرامز متعارف کرائے گئے اور تمام پروگرامز متعلقہ کونسلوں سے رجسٹرڈ ہوئے۔
*3. تحقیق اور طلبہ کی معاونت*
تحقی مقالوں کی سالانہ پیداوار 4.6 گنا بڑھ کر 558 ہو گئی۔ وظائف کی تعداد 700 سے بڑھ کر 2,322 ہو گئی، جس سے تعلیم تک رسائی مزید منصفانہ ہوئی۔
*4. مالی استحکام و گورننس*
جامعہ کا بجٹ 1,100 ملین روپے سے بڑھ کر 2,300 ملین روپے سے تجاوز کر گیا۔ پنشن اور وقفی فنڈز کو مضبوط کیا گیا جبکہ مالی خود انحصاری اور شفافیت برقرار رکھی گئی۔ مکمل ڈیجیٹل گورننس کے تحت مقامی CMS، آن لائن داخلے، کاغذ کے بغیر امتحانات و اجلاس، اور تمام سٹیچوٹری ریکارڈز ڈیجیٹل کیے گئے۔
*5. انفراسٹرکچر و کیمپس کی ترقی*
طلبہ و اساتذہ کے لیے نئے تعلیمی بلاکس، جدید لیبارٹریز، لائبریریز اور ہاسٹلز تعمیر کیے گئے۔ کھیلوں کی سہولیات کو بہتر بنا کر جسمانی صحت اور طلبہ کی فلاح کو فروغ دیا گیا۔ خزاں 2026 سے خودکار ڈگری کے اجراء کا نظام شروع ہوگا۔
*6. انسانی وسائل و ادارہ جاتی کلچر*
50 سے زائد پیشہ ورانہ تربیتی ورکشاپس منعقد کی گئیں۔ ملازمین کی طویل عرصے سے التوا کا شکار ترقیاں مکمل طور پر میرٹ پر مکمل کی گئیں، جس سے ادارے کا اعتماد بحال ہوا۔
*7. ثقافت، ورثہ و پائیداری*
جامعہ میں قتیل شفائی میوزیم و ادبی کونہ، ایوب خان کونہ، مٹی خطاطی کونہ، ہری سنگھ نلوہ کونہ، قرآنی باغ اور چمیلی باغ قائم کیے گئے۔ جامعہ کو ماحول دوست گرین کیمپس بنانے کے لیے پائیدار اقدامات کیے گئے جو ماحولیاتی و روحانی ورثے کے تحفظ کو یقینی بناتے ہیں۔
*مستقبل کا لائحہ عمل: ویژن 2030*
یہ چار سالہ سفر جامعہ ہری پور کو _ویژن 2030_ کے تحت تحقیق، جدت اور عالمی تعاون کے ایک مرکزی ادارے کے طور پر پیش کرتا ہے۔ تمام شعبوں کے فیکلٹی، اسٹاف اور ملازمین نے اس دور کو شفافیت، میرٹ پر مبنی کلچر اور ملازم دوست اصلاحات کی وجہ سے بھرپور سراہا ہے۔

*Haripur, Khyber Pakhtunkhwa* – The University of Haripur (UoH) has undergone a landmark institutional transformation over the past four years under the visionary leadership of Vice Chancellor Prof. Dr. Shafiq Ur Rehman. From 2022 to 2026, UoH has emerged as a nationally prominent and globally recognized institution of higher learning.

*1. Global Recognition & Rankings*
UoH made its debut in the _Times Higher Education World University Rankings_, placing it among the world’s top institutions. The University also secured positions in _QS Asia Rankings_ and _UI GreenMetric World University Rankings_. In subject rankings, UoH ranked No.1 in Khyber Pakhtunkhwa for Medical & Health Sciences, with leading positions in Life Sciences and Physical Sciences, reflecting strong research impact and international competitiveness.

Student enrollment grew 65% from 6,400 to 10,540. The QEC quality assurance score improved dramatically from 46.69 to 86.69, one of the highest gains in Pakistan’s public sector. Multiple market-oriented undergraduate and graduate programs were launched, and all programs received registration with relevant professional councils.

Annual research output surged 4.6x to 558 publications. Student scholarships tripled from 700 to 2,322, ensuring greater equity and access to higher education.
*4. Financial Strength & Governance*
The university budget expanded from Rs. 1,100M to over Rs. 2,300M. Pension and endowment funds were strengthened while maintaining financial self-sustainability and transparency. Full digital governance was implemented through an indigenous CMS, online admissions, paperless exams and meetings, and digitized statutory records.
*5. Infrastructure & Campus Development*
New academic blocks, modern laboratories, libraries, and hostels for students and staff were completed. Sports facilities were upgraded to promote physical fitness and student well-being. Automatic degree issuance will begin from Fall 2026.
*6. HR & Institutional Culture*
Over 50 professional development trainings were conducted. Long-pending employee promotions were completed purely on merit, restoring institutional trust and morale.
*7. Culture, Heritage & Sustainability*
UoH established the Qateel Shifai Museum & Literary Corner, Ayub Khan Corner, Matti Calligraphy Corner, Hari Singh Nalwa Corner, Quranic Garden, and Jasmine Garden. The campus advanced as an environment-friendly green space through sustainable initiatives that preserve ecological and spiritual heritage.
