The virus was initially discovered in bats in Russia two years ago and thought to be harmless to people, but a closer scrutiny recently in labs showed it could infect human beings. The study says that unlike the SARS-CoV-2, this virus lacks the genes that can cause serious disease in humans. But it could if it circulates wider and gets mixed with genes of SARS-CoV-2.

Like the virus that causes Covid, Khosta-2 binds to the ACE2 protein to get an entry to into human cells, which is the first step in infecting human beings. The study by scientists led by Michael Letko of the Washington State University also showed that the virus was not neutralised by human antibodies produced either due to Covid vaccines or due to an infection with Omicron.

That means neither Covid vaccines nor prior infection from Covid infection would provide humans any immunity protection from Khosta -2. “We don’t want to scare anybody and say this is a completely vaccine-resistant virus,” Michael Letko was quoted. What the study instead tries to show is that there are a larger number of sarbecovirus - viruses that can cause severe acute respiratory syndrome - which are present among wildlife in many countries, and that some of them are at some point capable of making the jump to humans.

In this case, a potentially problematic scenario is if SARS-CoV-2 spills back into an animal already infected with Khosta -2, and the two viruses combine to go back and infect humans again.

"For provision of Telecommunication Services and Telecommunication Networks, an entity shall have to obtain a license," the draft bill released on Wednesday evening said. The government in the bill has proposed a provision to waive fees and penalties of telecom and internet service providers.

The ministry has also proposed a provision for the refund of fees in case a telecom or internet provider surrenders his license. "Seeking your views on the draft Indian Telecom Bill 2022," Telecom Minister Ashwini Vaishnaw said in a post on a social media platform in which he also shared the link of the draft bill.

The last date for public comment on the draft is October 20. According to the draft, the central government may, "waive in part or full any fee, including entry fees, license fees, registrations fees or any other fees or charges, interest, additional charges or penalty" for any licence holder or registered entity under the telecom rules.

The bill proposes to exempt "press messages that are intended to be published in India" of correspondents accredited to the central or state government from interception. However, the exemption will not be granted in case of any public emergency or in the interest of the public safety, sovereignty, integrity or security of India, friendly relations with foreign states, public order, or to prevent incitement to an offence, according to the draft.

In such cases, "any message or class of messages, to or from any person or class of persons, or relating to any particular subject, brought for transmission by, or transmitted or received by any telecommunication services or telecommunication network, shall not be transmitted, or shall be intercepted or detained or disclosed to the authorized officer," according to the draft bill.

A video going viral on social media shows a dog chained to a car being dragged around by the driver. The users who posted the video on social media said it was shot in Rajasthan's Jodhpur on Sunday and that the driver is a doctor. The video shows the man driving the car and the dog struggling to keep up. The clip of animal cruelty has angered social media users who are demanding strict punishment for the doctor.

The video has been shot by a vehicle that is following the car. A man on a motorcycle is seen pulling up his vehicle in front of the car, forcing the driver to stop. The incident happened on a busy road where several other vehicles can also be seen. The dog can be seen dangerously swerving from one side of the vehicle to the other because of the long rope, which puts its life in danger.

The locals gather around the vehicle and unchain the dog. Some of them also informed an NGO, which took the dog to a hospital. According to a tweet posted by the NGO Dog Home Foundation, the name of the doctor is Rajneesh Galwa. He was quoted as saying by local media outlets that the stray dog loves near his house and he was trying to remove it.

"The person who did this he is a Dr. Rajneesh Gwala and dog legs have multiple fracture and this incident is of Shastri Nagar Jodhpur please spread this video so that CP Jodhpur should take action against him and cancel his licence," reads the tweet of the NGO which carries the shocking video. The NGO also posted a copy of the FIR registered by the police on its complaint under the Animal Cruelty Act.
