The legitimacy crisis
“ Either we accept our failure by acknowledging our incapacity to build this country or the extensions of lives of government will become a mode of governance” This is a bitter truth and a mature sense of nationalism.

A lot of efforts were laid out to save this country from total collapse but as saying goes “ you can't tackle the problem with the same mentality you had created it” it’s now , the same mistake that SPLM repeatedly makes. All initiatives meant to address the root causes of our conflicts fall short because of premature approaches of the ruling regime_ novice political calculations of substituting elements within certain ethnicities to balance the structure of power and wealth sharing mechanism. SPLM has played an antagonistic role in bringing durable solution in South Sudan, being a mighty party which carries its legitimacy through myths of liberation struggle, it chooses to ignore the wider scale of contributions of various stakeholders of South Sudan in different walks of life by praising its victories and glories. But in most cases, revolutions are not only won in battle fields but intellectual inputs plays a significant role in attaining the ultimate goal of liberation struggle.
When discussing about South Sudan’s conflicts, it is crucial to look at right perspective by curing the disease, rather than treating its symptoms. Legitimacy crisis still haunts us in South Sudan. Political parties in other hand are fragmented and each faction claims legitimacy, to mention a few; SPLM_IG , SPLM_IO and SPLM_FDs , Real_SPLM and all SSOA parties. Who recognizes and who to be recognized is the question that can’t be answered in this promiscuous situation!
Churches are not isolated from these conflicts. Church leaders suffer from legitimacy crisis _who has the right ownership of the church the founding members always disagree on how to administer the churches, hence legitimacy crisis become eminent. The worst part are communities who are involved in invading each other's land claiming the legitimate rights. This culture demands critical analysis and a strategy to mitigate the existing conflicts.
I can personally describe such a problem as a national traumatization and it wouldn't help in solving a single problem.

This bulky unproductive body of officials adds burden to the country's economy"
Activist Mr. Oyay criticized the inaction of Transitional National Legislative Assembly on key national issues and suffering of South Sudanes while prioritizing the interest of the parties they represent over citizens.

Speech Addressing the Shilluk Kingdom and the Malakal Crisis

Your Excellencies, leaders of the African Union, respected representatives of African nations, distinguished elders, and members of the international community,
I speak today about a region whose suffering reflects the unfinished work of peace in Africa — Malakal and the historic lands of the Shilluk Kingdom in Upper Nile State, South Sudan.
The Shilluk Kingdom is not merely a political entity; it is one of Africa’s oldest traditional institutions, a cultural pillar that has preserved identity, heritage, and community leadership for generations along the banks of the Nile. Yet today, the land of the Shilluk people has become a symbol of displacement, insecurity, and unresolved conflict.
For many years, the people of Malakal have endured war, destruction of homes, forced displacement, and deep political tensions among communities. Entire families have been uprooted. Historical towns have been divided. Communities that once lived side by side now live in fear and uncertainty.
This crisis is not only about territory or politics. It is about justice, dignity, and the right of communities to live peacefully on their ancestral lands.
The message to the African Union is clear: the situation in Malakal requires urgent and principled attention. Africa cannot remain silent while historic communities struggle for security and recognition.
First, there must be recognition of the cultural and historical role of the Shilluk Kingdom in maintaining local governance and social stability. Traditional institutions across Africa have often been powerful mechanisms for peace and reconciliation. The voice of the Shilluk leadership must be included in any political or peace process concerning Upper Nile State.
Second, the African Union should support an independent and transparent mechanism to address land disputes in Malakal and surrounding areas. Land is not simply property in African societies; it is identity, heritage, and survival. When land rights are ignored or manipulated, conflict becomes inevitable.
Third, the AU must encourage the Government of South Sudan and local leaders to establish inclusive local governance structures in Malakal that reflect all communities of Upper Nile. Peace cannot be built through exclusion or domination by any single group.
Fourth, the African Union should strengthen community reconciliation initiatives between the Shilluk, Nuer, Dinka, and other communities in the region. The future of Upper Nile depends not on competition between communities, but on cooperation and shared governance.
Finally, the international community and the African Union must prioritize the safe return of displaced civilians to their homes. Thousands of people from the Shilluk areas remain displaced due to insecurity and political disputes. Peace will only be real when families can return home safely and rebuild their lives.
Distinguished leaders,
Africa has a responsibility to protect its cultures, its communities, and its future. The Shilluk Kingdom represents centuries of African history and governance. Allowing this region to remain in crisis would mean losing not only peace but also a vital part of Africa’s heritage.
The people of Malakal are not asking for privilege. They are asking for fairness, recognition, and security — the same principles that form the foundation of democratic peace across our continent.
Let us act before another generation grows up in displacement and division. Let us make Malakal a place where reconciliation triumphs over conflict and where communities rebuild trust together.
If Africa can help bring justice and stability to the Shilluk lands, it will send a powerful message across the continent: that peace, dignity, and inclusive governance are not dreams, but achievable realities.

My message to today’s meeting of Upper Nile State leaders in Juba.

I will not have the chance to attend the gathering of the sons and daughters of Upper Nile State in Juba today, but I would like to share this brief message, and I trust that my friend will ensure it reaches you all.

The issue we face in Upper Nile State, particularly across its 13 counties, is not centered around tribal disputes, although there are some ethnic elements involved; it primarily revolves around a vision crisis within the leadership of the SPLM!

To truly create a meaningful resolution to this issue, we must assess the situation from the correct perspective.

The existing insecurities in Upper Nile originate from internal conflicts for power among members of SPLM in the state. Leaders of the SPLM frequently fail to perceive themselves as national representatives advocating for our varied communities and instead act as ethnic politicians prioritizing the needs of their own groups.
The ongoing assaults on civilians, starting from Fashoda in 2023, Adong in 2025, and Baliet in 2026, to name a few, highlight the absence of protection for the civilians . Indeed, some events are conflicts engineered for political purposes to escalate animosity among citizens.

There is far more that unites us than separates us. The chains of conflict and the government’s aggression toward civilians have disrupted our tranquility and undermined our solidarity. It seems that the lives of ordinary people are of no significance to the political elite. Those opposing peace are tirelessly making efforts to undermine the hard-earned peace that we achieved in Upper Nile State.

Intellectuals and leaders are anticipated to set a positive example through their support for worthwhile causes; the safety of civilians, peaceful coexistence, and conflict resolution. This can be reflected through the basic principles of effective governance and admirable leadership. The political culture in Upper Nile consistently exploits innocent civilians. It is barbaric when positions and ranks are hunted from the suffering of the innocents. It deeply troubles anyone to witness their own community suffering daily.
My Recommendations
1. The governor should establish a committee in Juba to assess the state’s boundaries, specifically the border between the Panyikang and Ruweng Administrative areas.
2. There must be a distinct separation between the City Council and Makal County in accordance with the local government regulations of 2009, with a strong emphasis on allocating a budget for reconstructing the infrastructure in Makal County and compensating its residents.

3. The existing tensions awaiting the governor (Fashoda and Akoka) should be handled with caution and must not be leveraged to pull the state back into disorder and confusion. The government ought to refer to available records and maintain the borders as they were since our independence on January 1, 1956.

4. The resettlement of internally displaced persons (IDPs) into their designated areas is essential. The significant divide among tribes in Upper Nile has been caused by the uneven distribution of resources; some regions thrive while others suffer severely. This disparity has bred animosity and distrust among the people of Upper Nile. Relocation of IDPs should involve a return to their areas with the provision of basic necessities and police presence for safety as part of a lasting resettlement solution.

5. Civil society must also fulfill its responsibility to denounce the lack of accountability and serve as advocates for those without a voice. Effective governance relies on a partnership between the government and civil society working towards the shared benefit of our state.

SSOA EXPRESSES CONCERN ON RE-APPOINTMENT OF DISMISSED HUSSEIN
ABDELBAGI AKOL AS VICE PRESIDENT AND ITS CLARIFICATION ON ITS
STATUS IN THE PEACE IMPLEMENTATION

The South Sudan Opposition Alliance (SSOA) expresses its profound concern
regarding the reappointment of H.E. Hussein Abdelbagi Akol as Vice President on a
SSOA ticket.

It should be noted that on 23 November 2024, the SSOA Leadership Council
presented to H.E. the President of the Republic a letter disowning H.E. Hussein
Abdelbagi as the Vice President representing SSOA with the reasons spelt out therein.
Again, on 18 December 2024, the SSOA Leadership Council issued a press statement
reaffirming that it withdrew its confidence in H.E Hussein Abdelbagi as Vice President
representing the Alliance at the Presidency. This decision remains valid and
unchanged.

Subsequently, on 20 February 2025, the South Sudan Patriotic Movement (SSPM)
dismissed and removed Hussein Abdelbagi from the party through Chairman’s Order
No. 01/2025. Given that membership in SSOA is derived from and anchored on its
constituent parties, this dismissal automatically terminated his membership within the
Alliance. We assumed in good faith that his removal on 10 February 2025 from the
post of Vice President was in response to our demand.

It was therefore with great surprise and concern that SSOA learned of his reappointment as Vice President on 27th February 2026 on SSOA ticket without any
consultation with or recommendation from the Alliance.

As a signatory to the Revitalized Agreement on the Resolution of the Conflict in the
Republic of South Sudan (R-ARCSS) 2018 (as amended), SSOA categorically
reiterates that H.E Hussein Abdelbagi is no longer a member of SSOA and does not
represent the Alliance in any capacity whatsoever.

In light of these facts, SSOA seeks immediate clarification as to why such a significant
decision was taken without consultation with the Alliance. The Alliance further requests
clarification as to who formally nominated or recommended H.E Hussein for
appointment under SSOA ticket, given that the leadership of the Alliance was neither
consulted nor involved in such a process.

SSOA is concerned about the implications this action may have on the role and status
of the Alliance within the implementation mechanisms of the Revitalized Agreement

SSOA Leadership Council demands that amends are made to revoke such a decision.

The Alliance reaffirms its commitment towards the implementation of R-ARCSS and
calls upon all signatories and partners to strictly adhere to both the letter and the spirit
of the R-ARCSS in order to preserve trust, institutional integrity, and the credibility of
the peace process.
