The qualifying process for has been revealed. It will be the first tournament to feature 24 teams to reflect the governing body’s global growth mission:

- 12 spots from regional competitions in 2025
- Four-team final qualification tournament in November 2025
- For the first time, all World Rugby regional associations have one minimum direct qualifying spot
- New competitions to excite fans on the road
