Wondering what NRGRDA is up to during legislative session?
Today, our Policy & Government Outreach Coordinator, Jozy Moore, was at the Capitol advocating for two important bills that connect childcare and economic development in a BIG way: HB 4517 and SB 646.
These bills strengthen West Virginia’s Employer-Provided Child Care Tax Credit by making it more flexible and usable for small businesses, rural employers, and shared childcare models. The improvements:
✔️ Clearly define employer-sponsored childcare
✔️ Remove restrictive location requirements
✔️ Allow multi-employer partnerships
✔️ Extend the tax credit carryforward period to better align with federal law
In short: they make it easier for businesses to invest in childcare solutions that support workforce participation, employee retention, and economic growth .
We’re excited to share that SB 646, sponsored by Senator Vince Deeds, passed the Senate Economic Development Committee today, and HB 4517, sponsored by Delegate Brooks and co-sponsored by Delegate Pritt, is moving on to markup and passage in the House Health & Human Resources Committee.
Childcare IS economic development. When employers can support working families, businesses grow, communities thrive, and our region becomes more competitive.
