Here’s how to tell the difference:

A refresh is the right investment when the foundation is sound, and the ex*****on needs to catch up. Refreshes can improve updated visual design, copy refinements, or SEO updates to reflect current search priority.

However, refreshes have limits if the problem goes deeper: they cannot fix unclear messaging, a nonexistent conversion path, or a navigation structure that lacks strategy.
