Reports state that 21 year old Menelek Emmanuel Clarke was living in Lauderhill, Florida. Clarke was shot by a Miami police officer near Bayfront Park during a popular Jamaican festival.

Police said: Clarke drove his BMW and struck the officer, and left the officer on the hood of the moving vehicle. The officer then fired through the windshield, hitting Clarke several times.

Clarke’s attorney, and his sister (who was in the car) disputed that Clarke intentionally struck the officer, saying the contact was accidental.

Body-camera footage shows the officer on the hood of the BMW before he fired, and shows Clarke getting out afterward and being taken into custody.

The Miami-Dade State Attorney’s Office concluded that the officer’s use of deadly force was legally justified because the officer reasonably believed he faced a deadly threat.

So far, the officer has not been criminally charged for the shooting.

Clarke survived the shooting but was seriously injured.
