THE E.E.R. INITIATIVE
Empowerment & Environmental Reset for Sexual Assault Survivors
Official Agency & Advocate Guide
"As a certified technician, former public safety official, and a three-time survivor of sexual assault, I built E.E.R. straight from lived experience. We understand the horrific thoughts, triggers, and paralysis that come with returning to an unchanged crime scene. Our goal is to stand as an unbreakable pillar of strength, helping survivors break the visual loop of trauma and safely reclaim their space, their dignity, and their power."
Nicholas Ramirez, Owner
1. Program Overview
The Empowerment & Environmental Reset (E.E.R.) initiative is a specialized, highly compassionate, and trauma-informed environmental restoration service developed by Hoarding & Forensics Bio-Cleaners LTD. It serves the communities across La Junta and the broader Arkansas Valley region.
When a sexual assault occurs within a survivor's residential home or frequently visited personal space, the environment becomes an immediate visual trigger that can permanently stall emotional stabilization. E.E.R. actively bridges the gap between law enforcement processing and psychological recovery by structurally sanitizing and visually resetting the room—completely free of out-of-pocket costs to the survivor.
2. Comprehensive Service Scope
✔ Post-Investigation Remediation
Detailed sanitation, structural cleaning, and full removal of specialized forensic markers (such as heavy fingerprint powders or luminol chemical compounds). This occurs exclusively after official law enforcement release.
👮♂️ ✔ Law Enforcement Alignment & Evidence Integrity
As a former law enforcement officer myself, I possess extensive practical training in scene integrity, chain of custody, and forensic observation. In the event that overlooked physical evidence or relevant contraband is discovered during the breakdown and deep-cleaning process, our team implements instant containment protocols and immediately secures the items to alert the primary investigative agency for formal recovery.
✔ Psychological Environmental Reset
Complete removal, off-site destruction, and safe disposal of affected or triggering textiles (mattresses, pillows, comforters, sheets). The physical layout of the room is rearranged to disrupt the spatial trauma loop.
✔ Complete Replacement Support
Through dedicated community bank funds and established corporate partnerships, we supply and install a brand-new mattress, fresh pillows, and clean bedding at zero cost to the individual.
✔ Emergency Shelter Coordination
If an advanced scene requires extended cleaning hours, we coordinate and cover short-term emergency lodging at trusted local partnered motels to ensure a seamless transition.
✔ Integrated Care Network Hand-off
We distribute discreet, professional resource folders to every survivor, facilitating warm hand-offs to vetted local practicing psychologists and trauma-informed counselors.
3. Operational & Billing Protocols
To preserve the emotional and financial stability of survivors during acute crisis periods, the E.E.R. program functions under an absolute Zero-Cost Upfront Framework for the victim. Financial responsibility is redirected to the following mechanisms:
Colorado CVC Boards: Itemized retail invoices detailing technical labor and textile replacements are compiled and processed directly through regional Crime Victim Compensation funds for rapid reimbursement.
Criminal Restitution: Our team requests that all finalized invoices are attached directly to the active law enforcement case number and submitted by the District Attorney's office to the judge to hold the suspect fully accountable.
Community Sanctuary Account: Front-end costs (immediate mattress purchases and lodging) are bridged by a transparent, secure community fund formally established at a local town bank.
4. Agency Reference & Immediate Referral Intake
Advocates and law enforcement personnel can activate the E.E.R. initiative 24 hours a day, 7 days a week. We maintain an immediate operational response network to ensure rapid relief.
