You can normally tell when a page was created only to rank.
The city name appears everywhere.
The same service description gets recycled.
The page technically targets a location but says almost nothing about actually serving people there.
That might satisfy a keyword checklist.
It does not create much confidence.
Useful local content feels different.
It mentions the realities of the market.
The neighborhoods you actually serve.
The problems customers in that area actually experience.
The questions your local team actually gets asked.
Local relevance is not inserting a city name.
It is demonstrating that you belong there.
