The modern meaning of a Blue Moon is a second full moon in a single calendar month.
Since the lunar cycle is about 29.5 days, every couple of years a month is just long enough to squeeze in two full moons.
So, the moon itself doesn't change. It simply does what it always does. The rarity comes from alignment. In this case, calendar alignment.
For us humans, perhaps the same is true for opportunity, and occasionally, the best version of ourselves.
In essence, when alignment is right, we can ALL be a Blue Moon.
