The Minnesota Governor’s Council on Developmental Disabilities is pleased to share the results of a statewide survey to provide input for the next Five-Year Plan. This study is conducted periodically to evaluate how individuals with developmental disabilities perceive their levels of independence, productivity, self-determination, integration, and inclusion (IPSII). 315 respondents participated, with a notably higher proportion of Self Advocates compared to previous years, impacting the overall analysis.

The survey revealed both progress and persistent challenges. Positive developments included enhanced awareness and legislative gains yet concerns about funding cuts and systemic barriers like transportation remain. In-depth interviews with individuals with developmental disabilities, family members, and subject matter experts revealed that strides have been made in social interaction, public perceptions, and technology access.

However, these interviews also stressed the urgency of addressing critical issues such as competitive integrated employment, inclusive education, and improved service accessibility in the coming years.

On July 26th, we mark the 35th anniversary of the Americans with Disabilities Act (ADA) – a landmark civil rights law. This pivotal date is why July is Disability Pride Month.

The very first Disability Pride Day was held in Boston in July 1990, the same month the ADA was signed into law. This was no coincidence. It was a powerful, intentional act of collective joy and defiance, born from decades of relentless advocacy. People came together not only to celebrate their identity but also to underscore that the fight for rights and freedom was about pride in who they are, as much as it was about legislation.

This intertwining of hard-won legal recognition and vibrant self-celebration truly defines Disability Pride Month. It's a time to honor our history, amplify our identities, and continue the vital work towards a truly inclusive world.
