Traditional workflow systems require users to design procedures before the system can be used. Some procedures are already described but most of them are in users' heads.
Procedures analysis takes time and money. Lots of money...
End users frequently are not satisfied with effects of analysis.
When procedures are too rigid most information will flow outside workflow system as emails or papers.
