Here's what's actually happening under the hood:

Google weighs recency, response rate, and review velocity β€” not just star count.

A window company with 200 reviews from 3 years ago and nothing recent will often rank lower than a competitor with 60 reviews earned consistently over the last 6 months.

Most painters finish a job, shake hands, and drive away.

The customer loved the work. They would absolutely leave a review.

Nobody asked.
