UNDESTANDING YOUR CITY 💼📊 Three employees manage the city's finances. One employee handles human resources.

Together, those departments process payroll for 150 city workers, oversee hundreds of licenses and permits, manage hundreds of thousands of dollars in departmental budgets, and work through a city turnover rate of 31%.

At a recent fiscal workshop, Poplar Bluff officials shared a behind-the-scenes look at the people responsible for keeping City Hall running — and the challenges they face filling positions, especially within the police department.

📈 By the numbers:
• 600 job applications received
• 45 positions posted
• 44 employees hired
• 85 interviews conducted
• Nearly 1 in 3 city employees left their jobs in 2025

💰 Where does your city tax money go — and what financial challenges is Poplar Bluff facing?

City leaders held their first Fiscal Forum this week, offering residents a closer look at department budgets, city operations and some of the biggest financial issues facing the community.

Among the topics discussed:
🔹 A $1.1 million deficit in the city's self-funded health insurance program since 2020
🔹 Changes aimed at reducing the burden on the General Fund
🔹 Sales tax trends and what they mean for city finances
🔹 The lasting financial impact of the March 2025 tornado, including $1.6 million in recovery costs

Because of the depth of information shared, the Daily American Republic will be breaking down the Fiscal Forum in a series of articles. This first installment examines city finances, health insurance costs, tornado recovery expenses and the role of the city clerk's office.

Read more to see what city officials had to say and how these issues could affect Poplar Bluff's future.
