Today, we broke ground on more than a new building. We celebrated the people, partnerships and community that continue to make Hopkinsville, Kentucky, an important part of U.S. Smokeless To***co Company's American story.

Joined by Kentucky Governor Andy Beshear, state and local leaders, employees and community partners, we marked an important milestone with the groundbreaking of Baker Two, a major expansion of USSTC's Hopkinsville campus. Baker Two will create more than 200 new Kentucky jobs and approximately double USSTC's workforce in the state.

For more than 200 years, USSTC has been part of America’s manufacturing and agricultural tradition. Our Hopkinsville presence dates back to 1916, and Baker Two represents the next chapter in that enduring story: a continued investment in American manufacturing, Kentucky agriculture and the communities where our employees live and work.

Why are Helix and NJOY Suing the FDA?

At Altria, our companies are working toward transitioning adult smokers to a smoke-free future and helping them make informed decisions about consuming ni****ne.

That goal depends on a marketplace where lawful products are reviewed in a timely way, illicit products are addressed, and adult consumers have a choice of authorized smoke-free alternatives.

That is why Helix Innovations, which makes ni****ne pouches, and NJOY, which makes NJOY e-vapor products, along with several retailers, filed a complaint challenging FDA's 2021 Premarket To***co Product Application (PMTA) Rule.

The To***co Control Act requires FDA to decide new product applications "in no event later than 180 days after the receipt of an application." Yet some applications have been pending more than 2,270 days, while unauthorized products, many from foreign manufacturers, continue to grow in the U.S. market without FDA review.

This is not the regulated market Congress envisioned. Plaintiffs are asking the court to vacate the PMTA Rule and require a process that follows the law, so that adult consumers, retailers, and law-abiding companies receive the timely, regulated marketplace they deserve.

Preventing underage use of to***co and ni****ne products is a responsibility we take seriously.

We advanced To***co 21 adoption by advocating for state alignment with the federal age-of-purchase standard, contributing to state-level expansion and covering approximately 92% of the U.S. population by 2025, strengthening protections against underage access. Today, 44 states plus Puerto Rico and Washington, D.C. have enacted To***co 21 laws, up from 39 states plus Puerto Rico and Washington, D.C. in 2021.

Our goal is to lead the industry in preventing underage use of products intended for adults 21 and over.
