They obviously are interested in your product. They have added it to their cart, but haven't checked out. Maybe they're looking for something cheaper somewhere else? Maybe they're not sure if they can trust your site? Maybe they're just waiting for their next paycheck before they purchase?
We can hypothesize all day, but if you don't add testing with your hypothesizing, then all you're doing is speculating.
