When placing a flag at half-staff:
Raise the flag briskly to the top of the pole first, then lower it slowly to half-staff.

When lowering a flag from half-staff:
Raise it back to the top of the pole, then lower it all the way down to remove it.

This practice shows respect and honors the reason the flag is being flown at half-staff.
