Missouri was initially blocked from becoming a state because its request to allow slavery threatened the political balance of power in Congress.

The Balance of Power
The United States had 22 states when Missouri applied for statehood in 1818.
There were 11 free states and 11 slave states.
This split gave both sides equal power in the U.S. Senate, where each state got two votes.
Admitting Missouri as a slave state would give the South more power than the North in the Senate.

Political and Moral Fearing
Northern lawmakers did not want slavery to spread into new western territories. Some opposed it on moral grounds, while others wanted to protect their own political power.
Southern lawmakers argued that new states should have the right to choose slavery if they wanted it, just like older states.

An initial proposal in the House (the Tallmadge Amendment) tried to force Missouri to phase out slavery, which angered the South and stalled statehood.

How the Issue Was Resolved
Congress solved the deadlock with the Missouri Compromise of 1820.
Missouri entered as a slave state, and Maine entered as a free state to keep the Senate balanced at 12 each.
The law also banned slavery in future territories north of Missouri's southern border (the 36°30′ parallel).

National Archives (.gov)
+ Missouri abolished slavery on January 11, 1865, when a state constitutional convention overwhelmingly passed an emancipation ordinance.
