Here is my problem with SEO packages and why it is problematic for business owners.
It is a standardised approach to a problem that isn't or shouldn't be standardised. SEO isn't a one size fits all digital marketing strategy.
Every single search query you would like to rank for, has a different search volume (the amount of searches per month) and a different search difficulty (how difficult is it to rank for the query). Some search queries don't hold any commercial intent and some do.
Even seemingly similar search phrases may have different search results in the Maps and Organic Results. A standardised SEO approach may help but unfortunately, may not be enough of a specific approach to solve the clients problems.
As time goes on, Google expects "more" and "better" from businesses. More content, better content, more links and better quality links. The list goes on and on.
As they require more and more, the business needs to be prepared to spend more and the SEO specialist needs to do more in order to not only achieve the desired results but maintain them.
A few tweaks to your GMB/GBP or On-page optimisation isn't going to give you long-term sustainable results.
I think the idea of packages needs to be scraped and an approach to "how do we solve this problem" needs to be addressed.
Let's solve businesses problems shall we.
