About Harriet Bwalya Mulenga Katanekwa Parliamentary Candidate for Makeni Constituency

Harriet Bwalya Mulenga Katanekwa is the Parliamentary Candidate for Makeni Constituency. With a background spanning education, public service, and active political participation, she offers a combination of professional expertise and grassroots leadership experience to serve the people of Makeni and Zambia at large.

Born and raised on the Copperbelt, Mrs Katenekwa began her academic journey at Kitwe Primary School, now Parklands School, from 1975 to 1981. She then attended Helen Kaunda Secondary School from 1982 to 1986, where she completed her Grade Twelve examinations.

After secondary school, she pursued studies in Information Technology at ZAMIM College in Lusaka. Upon completion, she joined ZCCM as a Computer Programmer, marking the start of her professional career. While working, she continued her studies and obtained both a Bachelor’s degree and later a Master’s degree in Business Administration.


Mrs. Katanekwa's involvement in politics began during her secondary school years. In her senior grades, she joined the UNIP Youth Group, which brought together students from various secondary schools in Kitwe. She was inspired by the late Hon. Noel Mvula, then Member of Parliament for Nkana Constituency, whose youthful leadership sparked her early interest in public service and political participation.

While employed at ZCCM, Zambia transitioned toward multiparty democracy. During this period, she became a supporter of the Movement for Multiparty Democracy (MMD), the main opposition to UNIP at the time. Her engagement deepened through interaction with the Mine Workers’ Union (MUZ), where she participated in advocacy for political change and supported the slogan “the hour has come.”


In later years, she joined the Green Ribbon Campaign against President FTJ Chiluba’s third-term bid, working with the Ndola team led by members of the UPND. This experience led her to formally join the UPND in 2000. She became part of the Copperbelt campaign team for the party’s presidential candidate, the late Anderson Kambela Mazoka, during the 2001 general elections.

Prior to the 2021 elections, Mrs. Katanekwa was appointed Secretary of the UPND National Women’s Wing. In this role, she mobilized women across the party and advocated for their welfare and increased participation in political processes.

Following the UPND’s victory in 2021, she observed a shift in the party’s governance that conflicted with her values of accountability and service. She resigned in early 2024 and joined the Peoples Pact Movement, a partner in the Tonse Alliance. She was appointed National Chairperson for Women Affairs and served on the Council of Leaders for Tonse Alliance.

At the end of 2025, the Peoples Pact Movement aligned with Dr. Fred M’membe and the Socialist Party under the Peoples Pact Initiate. Mrs. Katanekwa currently serves as one of the Vice Presidents and is the Parliamentary Candidate for Makeni Constituency. Her most recent public service role was at ZESCO, where she worked in various portfolios under the Strategy and Corporate Affairs department.

As an aspiring Member of Parliament, she is committed to transparent, people-driven leadership grounded in community needs. Her first priority upon election is to conduct a comprehensive needs assessment to identify strengths, resources, and gaps within Makeni. She aims to design and implement programs that improve living standards, create economic opportunities, and uphold safe, healthy, and quality environmental standards. Drawing on her skills in public speaking, policy analysis, negotiation, and community engagement, she seeks to represent the people of Makeni with accountability and a genuine commitment to service.

What do we do with the excess Maize as the DRC continues to buy crop from RSA ?

On the 27th of November 2025, I took a motion to parliament asking government to put modalities in place to increase the yield per hectare for each farmer supported under FISP.

An average yield of 2 tonnes of maize per hectare is not enough. I shall get back to that later.

I am writing because the Republic of South Africa(RSA) has taken away part of our Market Share in terms of quantity of Maize sold to the Democratic Republic of Congo (DRC).

Most Maize from RSA is genetically modified (GMO), produced at a cheaper cost and in larger quantities. During our drought, RSA supplied DRC.

Their yield per hectare is actually above 4.5 tonnes compared to Zambia’s average of 2 tonnes.

For many years, Zambia has had the lions share (bigger market share into DRC) for maize but that changed with competition from South Africa.

The Food Reserve Agency(FRA) will only budget for 0.5 million tonnes of the 4.9 million tonnes (10%) of maize to be produced this year.

Even when we include the demand coming from milling companies, Zambia will still have close to 1.8 million in excess Maize remaining for export.

Who do we export the extra crop to ?

Which other countries do we sign agri-trade agreements with ?

The target to produce 10 million tonnes of maize in the years to come requires;

1. Adequate water through affordable irrigation systems
2. ⁠Seed estimated at 125,000 tonnes for a year
3. ⁠Correct quantity and quality of fertilizer

But what will even be more important and relevant to my write up is identifying where the excess maize will go.

Will FRA be given the task of selling (exporting) on behalf of small scale farmers or each producer must develop their own export market strategy ?

ZESCO ASSURES STABLE POWER SUPPLY

…..rules out return to nationwide load-shedding

Lusaka....Tuesday, 9 June 2026 – ZESCO Limited has assured the nation that the electricity supply situation remains stable and that Zambia is not expected to experience a return to nationwide load management this year and beyond.

In a statement issued in Lusaka, Zesco Managing Director Justin Loongo said the improved outlook has been made possible through significant investments and interventions across the power sector, including increased generation capacity from hydro, thermal, and solar sources.

Mr Loongo said the developments have been reinforced by strengthened partnerships with Independent Power Producers and Independent Power Traders, which have improved the resilience and reliability of the national grid compared to previous years.

“The improved outlook follows significant investments and interventions undertaken across the power sector, including enhanced generation capacity from hydro, thermal, and solar electricity sources, as well as strengthened strategic partnerships with Independent Power Producers (IPPs) and Independent Power Traders,” Mr Loongo said.

He added that these combined efforts have helped stabilise supply across key sectors of the economy.

“ZESCO remains confident that the current generation mix will support stable electricity supply to households, businesses, mines, industries, and other key economic sectors,” he said.

As part of efforts to enhance transparency, ZESCO announced that it will next week facilitate a media tour of selected power generation facilities in Maamba, Livingstone and surrounding areas.

The tour will include visits to both ZESCO-owned plants and partner-operated thermal facilities.

Mr Loongo said the initiative is aimed at allowing media houses and the public to appreciate ongoing progress in securing the country’s energy supply.

However, he cautioned that isolated power interruptions may still occur in some areas due to vandalism targeting critical infrastructure or technical faults on the network.

“The Corporation wishes to clarify that isolated power interruptions may still occur in some areas due to vandalism targeting critical electricity infrastructure or faults on the network,” he said.

He urged members of the public to report any unplanned outages, suspicious activities, or damaged infrastructure through official customer service channels.
