Most advertisers give up after 1 or 2 iterations.
If a campaign is not working, what you need to do is to analyse your data and iterate.
There are 3 main data's i like to look at; cpc, ctr and ctr(all). This data's speak volumes and can help you figure out what is wrong with your ads.

You iterate a non - performing campaign
You optimize a performing campaign for better results

The difference between iteration and optimization is that in iteration you are constatntly working on different variables together. For optimization you are dealing with a variable per time.

When your campaign fails, you should be able to understand why by learning from your data, this is one of the many factors that differentiate professionals from laymen.
