📣 PRESS RELEASE 📣
On Monday, October 12, 2026, a local business owner reported to the Washington Police Department that a male customer had come to the business on October 6 and October 12. The customer ordered an item in the drive-thru and when he presented payment, the employees noted the customer was n**e from the waist down, fully exposing himself.
Both incidents were reported to management. After the second incident, one of the employees took a picture of the customer’s license plate and turned it over to the investigating police officer.
The license plate was registered to Craig Travis Moore, a 59-year old male, of Moscow Mills, Missouri. The employees confirmed the driver’s license photograph of Moore matched the description of the male customer who had exposed himself to them.
Through the use of ALPR (Automatic License Plate Reader) technology, the reporting officer was able to confirm Moore’s vehicle had been in the city of Washington on both October 6 and October 12, minutes before the reported misconduct. The license plate was captured on one of the ALPR cameras within the city limits of Washington on October 13, 2026, traveling westbound on Highway 100. The reporting officer located the vehicle, a 2006 Chevrolet pickup, traveling westbound through the intersection of Highway 100 and Highway 47. The officer conducted a traffic stop and found the driver to be Craig Travis Moore, who was subsequently arrested for the offenses.
Moore is a convicted, registered s*x offender and is currently being supervised by the Missouri Division of Probation & Parole for Sexual Misconduct. His parole officer was notified of the report and issued a Parole Violation with no bond for the offense.
Additionally, an in-custody warrant was applied for and granted on October 14, 2026.
Moore was formally charged with Sexual Misconduct – 1st Degree – 2nd or Subsequent Offense, with a bond of $30,000 cash only. He is currently being held at the Franklin County Adult Detention Center.
All parties are innocent until proven guilty in a court of law.
No further information will be released regarding this incident.
