In addition to the annual elected positions on the ballot there is one ballot question regarding a debt exclusion for the town wide fiber project. We anticipate voters will question why this question is on the ballot when the article did not pass at the Annual Town Meeting, May 12, 2026. Ballots had to be ordered for the June 2 election before the outcome of the Town Meeting vote was known. Residents may see both a Town Meeting vote and a ballot vote associated with the same proposed borrowing because they serve different legal purposes. Town Meeting authorizes the Town to borrow and spend money for a project, while a Proposition 2½ debt exclusion ballot question asks voters whether the Town may raise property taxes outside the levy limit for the limited purpose of paying the debt service on that borrowing. Because these are separate votes, it is possible for one to pass while the other does not.
If the June 2 debt exclusion vote passes, the Select Board may decide whether to call a Special Town Meeting to seek borrowing authorization again, place an article on the warrant for the fall Special Town Meeting in 2026, or take no further action. There is no immediate deadline tied to the ballot question, although communities generally try to resolve related borrowing and tax matters before the annual tax rate is set.
